Background

This is an existing requirement which provides Mobility Air Forces (MAF) flying squadrons with functional support. The squadron’s functional support provides skills such as aircrew Scheduling, Training support, and Standardization & Evaluation (Stan/Eval), Administrative and Electronic Flight Bag (EFB) support. This contract shall provide competent contractor personnel to absorb select non-flying duties to reduce the workload of MAF flying personnel working at AMC flying squadrons located within the contiguous United States. All documents, or tasks submitted by the contractor must comply with the controlling Air Force Instruction (AFI), local guidance, or the contract/task order and be approved by a designated government employee. The goal of this effort is to support the increase in aircrew production, as well as improve the quality of life for MAF flying personnel.

Requirements

The scope of this requirement is to provide Flying Squadron Functional Support to the flying squadrons. Support functions include aircrew Scheduling support, Training support, Stan/Eval support, administrative support, and EFB support. The focus of work shall be to support non-flying duties in the flying squadrons that are traditionally performed by aircrew members as additional administrative duties. Support is required through this contract to ensure complete coverage of the wing’s overall flying operations support requirements. The contractor shall perform all the tasks in section four. The contractor shall provide personnel, services, and management support to accomplish the objectives.

The objective of this requirement is for the contractor to provide highly qualified and experienced flying squadron functional support to the in-garrison active flying squadrons. These non-personal services support functions including Scheduling, Training, Stan/Eval, Administrative, and EFB coordination.

TASK REQUIREMENTS:

  •  The required contractor support shall enable assigned active duty aircrew members to fulfill requirements for achieving/maintaining aircraft mission qualification in their assigned weapon system by providing the expertise as described in the following subtasks. The contractor shall identify a single point of contact who has full authority to act for the contractor on all matters relating to daily operation of the contract; complete all in-processing and indoctrination actions prior to the start of all newly hired contractor personnel; ensure all contractor personnel receive and maintain documentation of their duties and responsibilities and orientation in these duties and responsibilities prior to performance start. This single point of contact will communicate directly with the Contracting Officer (CO) and/or the Primary Contracting Officer Representative (COR) on matters pertaining to the execution of the PWS.
  • The contractor does not replace any Government employee but merely supports the Government by providing support as specified in the PWS. The Government will neither supervise contractor personnel nor control the method by which the contractor personnel perform the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor personnel. It shall be the responsibility of the contractor to manage its personnel and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the CO immediately. These services shall not be used to perform work of a policy/decision making or management nature, i.e., inherently Governmental functions. All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government. The Government will inspect contractor performance in accordance with (IAW) the Quality Assurance Surveillance Plan and any other clauses included in the contract.
