Background

The DCS, G-8 is the principal military advisor to the Chief of Staff, Army (CSA) and the Assistant Secretary of the Army, Financial Management and Comptroller (ASA(FMC)) for the Programming phase of the Planning, Programming, Budgeting, and Execution (PPBE) process. The DCS, G-8 coordinates with the Assistant Secretary of the Army, Acquisition, Logistics, and Technology (ASA(ALT)) on all proposed programming and process recommendations related to ongoing and future acquisition programs and science and technology initiatives. The DCS, G-8 coordinates with Army Futures Command (AFC) for program funding for all elements of the future force materiel modernization enterprise. The DCS, G-8 is the principal military advisor to CSA on all materiel requirements and the prioritization, integration and programming of Army and Joint materiel capabilities, to include translating Army materiel requirements into programs that are synchronized across the domains of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P), for integration into the overall prioritization of capabilities by the DCS, G-3/5/7.The DCS, G-8 also provides 2 independent analysis of land warfare in a joint and combined context. The DCS, G-8 is comprised of three (3) sub-directorates: Force Development (FD); Program, Analysis, and Evaluation (PAE); and Center for Army Analysis (CAA).

Requirements

  • The objective of this support services contract is to provide the DCS G-8 with dedicated analytic subject matter expertise and programmatic support in the primary Army processes of Requirements Development, PPBE, and the Defense Acquisition System analysis, integration, information and tactical data systems programming, force modernization, and the equipment fielding processes needed to support the Army’s mission. Analytic subject matter expertise will be primarily, but not exclusively, in the areas of: 1) Joint and Army capabilities integration and prioritization, experimentation, Test and Evaluation (T&E), and Science and Technology (S&T); 2) validation, approval, sourcing, resourcing, and prioritization of current and future warfighting capabilities; 3) analysis, reviews, recommendations, and assessment of analytical products such as AoAs; 4) gathering information from a diverse community of stakeholders to draw conclusions based on warfighter requirements; 5) configuration management research, findings and recommendations; quality assurance documentation of information and documents associated with Army capability requirements, capability options , and programs; and 6) administrative support for meetings and the coordination and staffing of products.
  • The Contractor shall provide strategic, operational and G-8 mission subject matter expertise with a focus on research, analysis, requirements development and integration, programming, communications, and financial services to ensure successful execution of the DCS G8 mission. This also includes expertise on matters associated with the Programming phase of the PPBE process, Army warfighting capability development, and reviewing and assessing analysis supporting Joint and Army capability development decisions
