Background

The Associate Administration for Aviation Safety (AVS) oversees the safety of the world’s largest, most complex aviation system – an aviation system that affects millions who fly for business and pleasure. AVS does this through programs to promote continued operational safety (surveillance, oversight, education, inspections), establish safety rules and regulations (rulemaking), and certify the aviation competency of people (pilots) and organizations (individual airlines) and airworthiness of aircraft and equipment

Requirements

This effort provides administrative, analytical and technical subject matter expert services required to support safety-related programs for the FAA that fall within Associate Administrator for Aviation Safety (AVS) oversight as well as AVS investment teams in preparation for Acquisition Management System (AMS) investment decisions for safety programs. Activities required to support FAA safety goals, strategies, interventions, investments, and the safety-related aspects of capacity and efficiency programs included at a minimum as follows:

  • Safety and Capacity Improvements;
  • New Flight Technology and System Engineering;
  • Business Processes;
  • Program Management;
  • Program Analysis;
  • Information and Data Analysis;
  • AVS portfolio of investment from strategic planning to in-service management;
  • The Unmanned Aircraft Systems (UAS) Integration efforts to safely integrate UAS into the National Airspace System;
  • Operational Concepts – in both technological and operational domains;
  • Standards and Criteria for Communication, Navigation, and Surveillance (CNS);
  • Instrument Flight Procedures;
  • All Weather Operations
  • Aviation Safety Inspector Support;
  • Aviation Weather Initiatives;
  • Data and Aeronautical Communications;
  • Systems and processes to enhance operational safety;
  • NAS plan, research and development plan;
  • Improvements to flight simulation capabilities for purposes of research;Automated Dependent Surveillance-Broadcast (ADS-B) and Multilateration related technology development, certification, and deployment support;
  • Introduction of new aircraft, air traffic enhancements, and separation assurance;
  • Systems to forecast the impacts of National Air Space (NAS) trends on safety performance;
  • Enhancements to aviation safety analysis, monitoring methodologies, and tools;
  • Coordination of regulatory and guidance material updates;
  • AVS transitioning itself and the industry it oversees to a Safety Management System (SMS) business model in accordance with FAA and International Civil Aviation Organization (ICAO) requirements;
  • Development of a common safety framework across the government agencies;
  • Provide aviation safety expertise to perform work environment assessments and objectivity studies at FAA Certificate Management Offices and other FAA facilities and work environments as designated and scheduled by the FAA
