Requirements

Under the C-17 TS Sustainment Contract, the contractor will provide aircrew instruction (in Aircrew Training System (ATS) devices only), develop, maintain, and update Air Education and Training Command (AETC) courseware (for ATS devices only), implement a Cybersecurity Program, perform Contractor Logistics Support (CLS) services for ATS and Maintenance Training System (MTS) devices, perform concurrency and obsolescence modifications, and conduct training in aircrew training devices to produce certified aircrew members . Contractor Logistics Support Services for Aircrew Training System devices also will include supporting devices in a networked Distributed Missions Operations (DMO) network environment. The contract may include providing the same services for Foreign Military Sales (FMS) case countries, e.g. the Commonwealth of Australia’s Royal Australian Air Force (RAAF) and the North Atlantic Treaty Organization (NATO) Mobility Program (NAMP) in Papa, Hungary. The contract will also include instruction of foreign partners in United States Air Force (USAF) ATS devices.

The Government is considering incorporating into the scope of the contemplated contract recapitalization of the C-17 TS device fleet and procurement of new Federal Aviation Administration (FAA) Part 60 certified Air Vehicle Systems (AVS) or acquisition of part task trainers to meet training objectives. New trainers are expected to be designed using a Modular Open Systems Approach (MOSA), using open system architecture with severable modules and Models Based System Engineering (MBSE) models. New AVSs are expected to be designed and produced so that they incorporate minimal proprietary data. Systems, components, material, items, etc. that would incorporate proprietary data are expected to be redesigned, at Government expense, so that the Government obtains unlimited data rights. Actual aircraft parts that are currently being used on the devices are expected to remain as actual aircraft parts on the new AVSs.
