Requirements

  • The primary objectives of this contract are:
    • Maximize operational effectiveness and combat capability
    • Preserve Air Force personnel and material resources
  • Command and Control (C2) contract provides contract academic training, courseware development, distance learning services, training system support/mission system interface, and staff support services to the Control and Reporting Center (CRC), Battle Control Center (BCC), Air Operations Center (AOC) missions at various locations in ACC, AETC, USAFE, and PACAF; and for ACC/A3CG at Langley AFB, VA
  • Except for the property and services specifically stated as Government-furnished in Section 3 of this Performance Work Statement (PWS), the contractor shall furnish all personnel, equipment, tools, materials, supervision and all other items and services that are required to perform C2 Contract Academic Training (CAT), Courseware Development (CWD) and support Distance Learning (DL)
  • Force structure changes may require performance of these services at locations other than those currently listed in this contract. If the Government requires a change in place of performance, a modification to this contract will be accomplished. The contract may be modified in the future to include additional labor category positions and training if the mission requirement dictates
  • The specific tasks for this contract are divided into five categories:
    • MAJCOM/Unit Staff Support (includes Distributed Mission Operations)
      • HQ ACC/A3C requires on-going operational services to improve organizational policy development, program and/or project management and administration, provide technical and analytical tools, and improve the operation of systems supporting the mission
      • In rendering the foregoing services, outputs may take the form of information, training, and other professional, technical, and program management support services to complement the government’s technical expertise in accomplishing its mission
      • The nature of this work will at times demand that the contractor be capable of quick response to stringent deadlines
      • Deadlines may require a response within 24 hours from receipt of the tasking
    • CRC Contract Academic Training (CAT)
      • The contractor shall conduct academic and training device instruction in support of formal course syllabi, training plans, event lesson plans, and training device instruction for course students at the Control and Report Center (CRC) formal training unit (FTU), 607ACS, Luke AFB, AZ
      • Academic instruction will include platform training, remedial training, and monitoring of computer-based and self-paced instruction periods.
      • Training devices (to include any Part-Task Trainer (PTT), etc.) shall be used during the hours of operation as specified in this PWS. The contractor shall exercise flexibility in scheduling to provide maximum training opportunities
    • Training System Support/Mission System Interface
      • CRC has come to depend upon distributed mission operations (DMO) as an essential mission ready training capability
      • DMO Simulations Systems of the CRC in an Air Control Squadron (ACS) consists of an AN/USQ-T49 Battlefield Tactical Trainer and associated Distributive Mission Operations Network Portal and related crew mission training equipment consisting of AN/TYQ-23(V)5 Operations Modules (OM), AN/TSC-147 Joint Tactical Interface Distribution Systems (JTIDS) Modules (JMs), AN/TPK-1(V) Surveillance Radar, Non-Organic Radar Access (NORA) system, Joint Range Extension (JRE) Transparent Multi-Platform Gateway (TMPG) Equipment Package (JTEP), and related communications, support, and test equipment
      • This set of equipment is a very unique and in some cases consists of proprietary hardware, firmware and software
      • To obtain optimal use of DMO capability, a training system support/mission system interface position is needed
    • Distant Learning (DL) Architecture
      • Provide the most effective unclassified DL architecture required to deploy, manage, and assess a web-based training environment in both synchronous (real time, on-line) and asynchronous (on-demand, off-line) delivery systems
      • DL architecture shall meet all DoD and AF requirements to include Service Oriented Architecture (SOA) compliance
      • DL architecture should provide net-centric means to cross flow data/information among other AF Command and Control training databases (At a minimum this capability should work with Eastern Air Defense Sector (EADS), Western Air Defense Sector (WADS), 552 ACW, PACAF, HIROC, Alaska ROC and USAFE training data bases)
      • The current DL architecture consists of sub-areas (major categories / aspects) to include:
        • Learning Management System (LMS)
        • Knowledge Management System (KMS)
        • Content Management System (CMS)
        • Evaluation Database (ED)
        • DL assessment system
      • Component aspects shall be designed with object-oriented (OO) development and to open standards promulgated by recognized industrial standards (such as Instructional Management System (IMS), Aviation Industry Computer-Based Training Committee (AICC), and Advanced Distributed Learning (ADL)
      • Develop a training program for authorized users of the DL architecture
    • Courseware Development
      • Produce, update and revise classified and unclassified Control Reporting Centers (CRC), Battle Control Centers (BCC), and/or Air Operations Centers (AOC) courseware to support academic and training device instruction, and crewmember duty/mission generated training requirements
      • Use of instructors as CWD SMEs and CWD SMEs as instructors is encouraged
      • Develop all courseware using the current, updated model of Instructional Systems Design (ISD) as defined in AFMAN 36-2234, Instructional System Development; AFH 36-2235, Volumes 1-13, Information for Designers of Instructional Systems; AFM 36- 2236, Guidebook for Air Force Instructors; ACCI 36-2250, ACC Operations Training Development Program; ACCI 36-2252, ACC Formal Operations Training Publications; and AETCI 36-2221, Flying Training Course and Special Publications Development. Contractor shall also employ Department of Defense Instruction (DoDI) 1322.20, Development and Management of Interactive Courseware (ICW) for Military Training
      • Use the current version of Advanced Distributed Learning (ADL) Network, Sharable Content Object Reference Model (SCORM) standards for all on-line training (SCORM 2004 at time of solicitation)
      • Courseware materials may support formal course programs, Initial Qualification Training (IQT), Mission Qualification Training (MQT), and Continuation Training (CT) programs and operational support programs, and may be used for resident and non-resident training
      • Changes in Command and Control hardware, software, tactics, local course rules, flight information publications and safety publications will affect courseware materials
