Background

CBP anticipates obligating up to $3.6 billion dollars for approximately 30-40 capital construction design-build projects authorized under the One Big Beautiful Bill Act (OB3A) of 2025 (Reconciliation Bill). Projects are projected to start in fiscal-year 2026 and be completed by January 2029. The projects will be primarily located at the southwest border, with smaller projects nationwide. The Government seeks information from firms capable of providing the following services:

  • AE Advisory Services: Planning, design reviews, RFI responses, cost estimates development, proposal reviews, submittal reviews, statement of work development, technical oversight, integration of sustainable building practices, and rigorous compliance with federal construction standards.
  • CMS: Operational execution of construction projects, including oversight of timelines, stringent budget management, robust quality assurance, and comprehensive risk mitigation strategies, and the integration of advanced construction technologies.

These services will play a critical role in ensuring the successful delivery of high-quality, efficient, and compliant infrastructure projects.

  • This contract vehicle will be used to obtain professional CMA and AE Advisory Services for construction projects, in support of CBP’s mission to secure the United States borders. These services are critical in maintaining the integrity and safety of border infrastructure, facilitating cross-border trade and travel, and enhancing surveillance and detection capabilities. By leveraging AE Advisory Services and CMS, CBP can better address emerging threats, maintain operational readiness, and uphold national security.
  • AE Advisory Services and CMS are essential components in the success of this contract. AE Advisory Services provide guidance across the planning, design, and technical oversight of the construction projects. These services ensure that all designs align with federal construction standards and incorporate methodologies to address the specific needs of CBP facilities. AE advisory professionals  bring experience that enables the development of solutions that prioritize environmental compliance and modern construction practices; offer technical oversight and input during project execution; and ensure adherence to safety, quality, and functional standards.
