Background

The CDFI Fund’s primary business system is its Awards Management Information System (AMIS). AMIS is a cloud-based solution developed on the Salesforce platform. It supports the CDFI Fund’s certification and award/allocation programs through all phases of the programs’ life cycles. Access to AMIS by CDFI Fund staff members is enabled via the Department of the Treasury Personal Identity Verification (PIV) card. CDFI Fund users authenticate to the CDFI Fund network via their PIV Card, and their identity is passed to Salesforce in order to use AMIS. The CDFI Fund; however, does not manage its own network. The CDFI Fund’s IT infrastructure is managed by the Department of the Treasury / Alcohol and Tobacco Tax and Trade Bureau (TTB) as a shared service to the CDFI Fund. Therefore, any changes to AMIS that impact the TTB infrastructure must be approved by the TTB Architecture Working Group (AWG) before being implemented. In addition, all system changes performed as part of AMIS development or Operations & Maintenance (O&M) must conform to the AMIS System Development Life Cycle (SDLC) Guide, which is provided as Appendix A, and the AMIS Change Management Guide, which is provided as Appendix B. Besides AMIS, the CDFI Fund has another business system called the CDFI Fund Information and Mapping System (CIMS). CIMS is a modeling tool used to map economically distressed communities. In early FY 2025, the CDFI Fund plans to transition all CIMS capabilities into AMIS and retire CIMS as a separate system. Therefore, CIMS support is not included in this BPA, but its system capabilities are included as part of AMIS support.

Requirements

Under this BPA, the Contractor shall perform a broad range of technology services in support of AMIS. These technology services include O&M; help desk services; and the evaluation, development, and deployment of new or enhanced capabilities.
