Background

The SEC is an independent Federal agency established pursuant to the Securities Exchange Act of 1934.  It is headed by a bipartisan five-member commission consisting of the chairman and four commissioners who are appointed by the President and confirmed by the Senate.  The SEC is organized into five main divisions: Corporation Finance; Trading and Markets; Investment Management; Economic and Risk Analysis; and Enforcement

Requirements

  • The Scope of this contract encompasses the following main task areas:
    • Task Area 1: Project Management and Planning Requirements
      • The Contractor shall utilize best practices in project management to plan all tasks, activities, and deliverables
    • Task Area 2: Requirements Analysis
      • The Contractor shall ensure that requirements analysis is completed with a clear understanding of the functional and non-functional requirements
    • Task Area 3: System Configuration
      • The Contractor shall design the system to conform to the SEC Enterprise Architecture and OIT Cloud strategy. The Contractor shall deliver a draft Detailed Architecture Design (DAD) to the COR for review
    • Task Area 4: System Administration
      • The Contractor shall configure the solution based upon the approved design.  The Contractor shall draft Standard Operating Procedures (SOP) and System Security Plan (SSP) prior to the SDF Test Readiness Review
    • Task Area 5: Data Loading and Electronic Productions
      • The Contractor shall establish, maintain, and grant the SEC access to at least testing and production environments so that the SEC can test changes before they are implemented in the production system. The Contractor shall document and package any fixes, patches, and releases to ensure that the changes can be promoted among their development and testing environments
    • Task Area 6: Testing Support
      • The Contractor shall provide technical support in fulfilling SEC requirements for testing the solution prior to putting it into production; and for deploying the successfully tested solution into production. The Contractor shall support, at a minimum, application information security assessment testing; QCTC compliance testing for usability and Section 508 accessibility
    • Task Area 7: Training
      • The Contractor shall provide to the COR for review and approval the Training Plan and applicable training materials including an application orientation that describes the application’s navigational features and provides SEC employees with an orientation of all the functions of the solution
    • Task Area 8: Implementation Support
      • Once the Contractor has received the approval to deploy from the SEC and all subtasks defined above are complete, the Contractor shall coordinate the go-live implementation date and ensure all concerned parties are ready for the production implementation starts. The Contractor shall fully implement the solution to the cloud-based production environment
    • Task Area 9: System Operations and Disposition
      • The Contractor shall manage and maintain the software. The Contractor shall provide periodic software maintenance notices to the COR and updates to the software to incorporate changes to laws, rules, and regulations
