Background

USAFCENT, in concert with coalition, joint, and interagency partners, delivers decisive air, space, and cyberspace capabilities for United States Central Command (USCENTCOM), ally nations, and the United States. United States Air Force (USAF) personnel provide communications support at USAF bases in Southwest Asia (SWA), supporting joint services military personnel and coalition forces in several SWA countries. This includes more than 90,000 soldiers, sailors, airmen, marines, coastguardsmen, and civilians stationed HC102819R0009 Page 27 of 220 throughout the USCENTCOM area of responsibility (AOR).

Requirements

The objective of this non-personal services requirement is to provide AFCENT/A6, the Requirement Owner (RO), with stable, long-term communications/information technology (COMM/IT) support.  The government needs a mission partner with the ability to deliver critical COMM/IT services, and able to work in partnership with Expeditionary Communications Squadrons (ECSs) and A6 Directorate personnel, to ensure continuity and availability of COMM/IT services.

Variations in location, duration and operations are inherent in performing within the CENTCOM AOR.  As a Single Award, Indefinite Delivery, Indefinite Quantity (SA-IDIQ) contract, CTSS-V will provide AFCENT/A6 a means to strategically align and re-align contracted resources.

Contractor execution of COMM/IT support services will primarily be at government-owned and managed locations and facilities.  Services provided by the contractor will consist of integration, installation, operations and maintenance (O&M), and sustainment within the following functional areas:

  • Communications Management and Planning
  • Communications Engineering
  • Knowledge Operations Management
  • Cyber Systems Operations
  • Cyber Transport
  • Client Systems
  • Cyber Surety
  • Radio Frequency Transmission Systems
  • Spectrum Operations
