Requirements

SCOPE OF IT2CS2 SERVICES

  • Under this PWS, the Contractor shall support system security engineering and development activities in support of OST, in accordance with Federal guidance and directives as applicable to the requirements for infrastructure engineering
  • Activities include, but are not limited to, as pertains to fixed and mobile systems infrastructure:
    • System initiation
    • System development and acquisition
    • System implementation
    • System operation and maintenance
    • System disposition
  • The Contractor shall provide business process support, program management, project management, asset management and Service Desk for end-user support
  • The IT2CS2 services provided are separate from DOE’s service known as Energy IT Services (EITS) and NNSA’s Mission Service Desk
  • In addition to direct support of OST information and telecommunications systems, the Contractor shall support OST efforts to mature IT processes through the appropriate use of a recognized best practice model, such as (but not limited to) the Capability Maturity Model Integration (CMMI) and the Information Technology Infrastructure Library (ITIL) for the development of a proactive IT business model
  • IT2CS2 Systems, Infrastructure, & Applications: Operation and maintenance of OST managed systems are an integral part of day-to-day activities; however, C5B operates in a dynamic environment managing OST’s infrastructure in accordance with Federal guidance and directives
  • The Contractor shall support CSB and C5B operations through oversight by the COR, with input from the CSB and C5B Federal staff regarding prioritization of activities
  • Over the course of this contract, some systems, applications or infrastructure may be developed, while other systems may retire

PERFORMANCE REQUIREMENTS

  • The Contractor shall provide an approach to attract, hire, and retain the minimum Full Time Equivalents (FTEs) required to meet all performance requirements at the start of contract Period of Performance (PoP)
  • The Contractor shall perform activities across the following Task Areas through the recruitment and retention of skilled and highly qualified personnel to not only maintain the current systems and architectures, but also provide solutions and plans for improvement of the architecture, including insertion of cutting-edge technologies
  • Task Area 1 – Program and Project Management
    • The Contractor shall perform Program and Project Management activities, including tasks and business practices required to perform all Task Areas effectively and efficiently
    • Program and project management activities shall include, but are not limited to:
      • Provide personnel direction
      • Lead teams supporting all tasks performed under this contract
      • Resolve issues across stakeholders and teams
      • Budget management, budget forecasting and expenditure tracking
      • Purchase Request (PR) creation and processing
      • Assist in developing supporting justification for PRs
      • Ensure alignment with OST mission and strategic goals
      • Risk analysis and management, including risk mitigation strategies
      • Monitor issues and implement corrective measures to resolve issues
      • Manage communication across all stakeholders, project and team leads
      • Maintain the program documentation
      • Change Management and CM support
      • Business process improvement
      • Project planning
      • Project control and accountability
      • Staff resourcing and scheduling
      • Technical writing supporting all Task Areas of this PWS
  • Task Area 2 – End-User Support
    • The Contractor shall provide end-user support, through a centralized Service Desk, first level support to the approximate 750 OST employees across the various geographical sites for OST managed devices, systems and other OST services
    • The Service Desk shall be a single point of contact for OST staff on a day-to-day basis. Service Desk activities include, but are not limited to:
      • Real-time tracking and processing of service requests and incidents
      • Alignment with industry best practices
      • Troubleshoot and resolve incidents and service requests
      • Fulfillment or escalation of incidents and service requests
      • Friendly, courteous and efficient service
  • Task Area 3 – OA&M
    • The Contractor shall perform OA&M activities
    • This task refers to activities to sustain C5B applications, systems and infrastructure
  • Task Area 4 – IT2CS2 Advanced IT Architectures
    • The Contractor shall perform IT2CS2 IT Systems Studies and Analysis activities supporting
      Advanced IT Architecture
    • This task refers to activities to continuously improve applications, services or infrastructure capabilities, reliability or performance. The Government intends that activities under this task area shall be initiated by the Contractor only at the direction of the COR
  • Task Area 5 – IT2CS2 IT Software Requirements Analysis and Engineering
    • The Contractor shall perform IT2CS2 Requirements Analysis and Engineering activities
    • This task refers to activities to improve applications, services or infrastructure capabilities, reliability or performance
    • The Government intends that activities under this task area shall be initiated by the Contractor only at the direction of the COR
  • Task Area 6 – System and Application Design and Development
    • The Contractor shall perform System and Application Design and Development activities
    • This task refers to activities to improve applications, services or infrastructure capabilities, reliability
      or performance
    • If the Government elects to employ developers under this contract, then the priority of development work will be determined and assigned by the COR based upon the C5B Program Manager’s direction
    • The level of planning, documentation, testing and other activities under this task shall be commensurate with the complexity, duration and functionality of the specific project
    • The requirements under this task may not be applicable to every design and development project, and shall be determined for each design/development effort by a CSB/C5B Program Manager based upon industry best practices and directed by the COR
  • Task Area 7 – Cyber Security and IA
    • The Contractor shall perform Cyber Security and IA activities
    • This task refers to the security of information and/or telecommunications systems and the assurance of the confidentiality, integrity and availability of information in storage, processing, or transit from unauthorized access or modification; denial of service to unauthorized users and the guarantee of service to authorized users
    • It includes but is not limited to: (1) cyber security programmatic activities such as development of security work instructions, processes and procedures, information system security plans, and documentation to support the certification and accreditation process; (2) implementation and operation of various technical cyber security protections and controls such as logging, access control, threat detection and mitigation; and, (3) cyber security awareness, marketing and training
    • OST systems must meet security performance requirements and comply with standards established by the DOE, NNSA and in some cases by other Government agencies
