Requirements

  • The scope of this effort is to provide support professionals who are trained in security and counterintelligence to support DCSA’s Industrial Security and Counterintelligence missions, including facility clearance determinations, FOCI assessments, special access program support, and risk management analysis.
  • The scope of the effort is to provide professionals who are trained in security and counterintelligence and who are knowledgeable of Executive Orders, Department of Defense (DoD) regulations and directives that govern National Industrial Security Program (NISP) implementation. Speci?cally, the Contractor must be able to provide personnel, who can work with limited supervision to assess a Contractor’s dependency upon foreign interests, assess a Contractor’s initial and continuing overall eligibility for a facility clearance (FCL), to include knowledge center development and support, and review security arrangements for the import and export of classi?ed information that is being transferred under the Direct Commercial Sales (DCS) program. Additionally, the Contractor must understand the Cognizant Security Authorities (CSAs) associated with special program contracts and be able to analyze data related to security vulnerability assessment reports associated with these programs. The scope of work includes evaluating the quality of reports prepared for release outside DCSA and advising the DCSA Government project manager (GPM)/task managers or contracting officer’s representative (COR) as to the ?ndings. The Contractor shall manage Special Access Programs (SAP) databases and SAP report repositories as well as assist with the management of the Foreign Ownership Control or In?uence (FOCI) database and report repositories. In addition, the Contractor’s personnel shall assist in the preparation of various internal and external policies and directives concerning the safeguarding and protection of classi?ed information and submit the results to the appropriate COR or task manager for coordination and evaluation. In addition, Contractor personnel must support the analysis and development of Risk Management processes and execution procedures. Contractor personnel must be pro?cient in using Microsoft Office products.
