The Mobile Detection Deployment Program (MDDP) consists of regionally based teams who are subject matter experts (SME) in chemical, biological, radiological, and nuclear detection tactics, techniques, and procedures specializing in preventative detection methodologies. These regionally based teams maintain and utilize detection equipment to include mobile detection systems, portable detection backpacks, handheld radiological isotope identification devices, personal radiation detection devices, chemical detection and analysis equipment, and biological detection and analysis equipment. Regional teams are strategically positioned at DHS locations throughout the United States. Technical Support Staff (TSS) will also train stakeholder personnel on the use of equipment, to help integrate these capabilities into existing operations, and provide guidance and recommendations as needed. Technical Support Staff (TSS) will be required to travel 50 – 75% during the year and will encompass a 40-hour flex work schedule which will include working during normal business hours, and/or weekends, holidays (including federal holidays), and overnight hours as operationally required.
MDDP supports the following goals:

- Goal 2 – Leverage and expand our collaboration with the interagency and international Partners
- Goal 3 – Facilitate innovation Support staff will consist of a Project Manager, and both on-site/off-site personnel.

- Project Manager will include (1) full time person that works in coordination with CWMD
- On-site staff will include full-time and part-time personnel based at the designated regional locations who will be responsible for all aspects of the MDDP maintenance and deployments
- Part-time, task-based staff are available for temporary coverage for on-site full-time staff
- Off-site personnel will include part-time, task-based personnel to support deployments
To obtain technical support staff to support and conduct the DHS CWMD MDDP mission and objectives. Funding will be utilized to deploy, maintain and operate the Mobile Detection Deployment Units (MDDUs) for:
- Enhanced Steady-State: Enhanced steady state (ESS) operations are augmented operations in support of a planned security related event or as part of a coordinated response to a threat involving CBRN materials or devices. ESS operations augment the SS posture by introducing additional capabilities to increase the probability of detecting CBRN materials out of regulatory control.
An ESS posture occurs as the result of a deliberate decision by domestic first responder partner leadership in a particular geographic region to increase CBRN detection capability for a period of time within a particular area. During a threat involving CBRN material, additional information may be provided via
established mechanisms among mission partners based upon intelligence and investigative information to further enable the probability of detection within defined jurisdictions.
- Steady-State / Surge Operations: These deployments represent day-to-day CBRN operations, which are overlaid on existing mission areas as part of a daily routine regardless of a potential or actual threat. Surge operations provide a multi-layered approach to CBRN detection efforts and include CBRN detection operations conducted on a routine basis by federal and domestic first response partner assets to detect or locate CBRN materials out of regulatory control and associated event reporting. Partners in this context may include DHS components, federal interagency partners, and domestic first response agencies engaged in the CWMD mission. Related operations include routine law enforcement or counterterrorism activities, such as border security, cargo security, and immigration enforcement. These are decentralized, single or multi-agency operations within defined jurisdictions.
- Intel Driven Events: Response to actual or potential increased threat level. MDDP assets enhance detection capabilities of domestic law enforcement and first responder agencies.
- Training & Exercise: MDDP units or equipment may be used to support CWMD approved training and exercise activities with operational partners
