Requirements

The contractor shall provide services to meet the following:

  • API is seeking a firm with an existing, standardized, normalized, curated, and longitudinally accurate group of DoD-relevant datasets, integrated and available in a mature, web-based, licensable Software-as-a-Service (SaaS) platform to enable data analysis and analytics. The data sets must be already in possession of or under the control of the vendor – the government will not supply the data. The data sets should link, not just contain, budget, contracting, grants, and spending data. The Platform must be able to ingest and link publicly available Federal and DoD data sets with commercial data sets to create a clear view of the government, US and international defense and technology industries, university, and research center/laboratory landscape, forming the foundation upon which more advanced analysis may be implemented. This data could support market research, supplier rationalization, industry specific small business and socio-economic goal analyses, supply chain risk assessments, labor market analyses, rare earth minerals sourcing analysis, commodity and utilities assessments, etc. API requires an available commercial solution that is “ready to use straight out of the box,” or can be quickly tailored to meet API’s requirements without additional government expense.
