Background

The U.S. Department of Energy (DOE) Office of Secure Transportation (OST) Human Reliability Program (HRP) is a safety and security reliability program designed to ensure that individuals who occupy positions affording access to certain materials, nuclear explosive devices, facilities, and programs meet the highest standards of reliability and physical and mental suitability. OST identified a requirement for contractor technical medical support of the HRP. The support is a system of continuous evaluation that identifies individuals whose judgment and reliability may be impaired by physical disorders, mental disorders, or any other condition that may be of a security and/or safety concern.

The DOE National Nuclear Security Administration (NNSA) is responsible for the operations of a number of facilities that produce, store, or handle nuclear materials. OST is responsible for the safe and secure transportation of nuclear weapons, special nuclear materials, and weapons components/assemblies using ground and air transportation. The nuclear materials and components are entrusted to the custody of OST Federal Agents (FAs). FAs are highly trained to counter and defeat such threats utilizing a combination of highly specialized fleet tractor-trailer rigs and light to heavy duty escort vehicles that are engineered to enable rapid response in the event of an emergency or attack. FAs also operate secure communications and other sensitive equipment to ensure safe and secure transportation. OST staff positions support the FAs and the OST mission. The HRP program is designed to ensure FAs and OST staff positions supporting the OST mission are of the highest reliability, trustworthiness and capability.

Requirements

The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified as Government furnished, to perform medical support for the OST Medical Services and Occupational Safety Programs, as required in this Performance Work Statement (PWS).

The contractor shall provide:

  • medical support for HRP certification;
  • continuous evaluation of HRP candidates and incumbents;
  • health professionals capable of supporting a diverse array of OST occupational health programs/services that include: clinical, psychological, environmental, safety, security, emergency management, laboratory, medical, and technical evaluation;
  • training support for HRP certification for NNSA federal and contractor personnel.
