Requirements

The scope of this requirement provides for all civilian drug testing services of TDPs and civilian applicants, as required, associated with the Military Services and DoD Agencies. The civilian drug testing under this PWS includes support services associated with off-site clinic and Federal Agency on-site urine (or oral fluid when indicated) collection using forensic procedures, providing collection supplies, the preparation of litigation packages, providing litigation support services/travel associated with expert witness testimony, and Medical Review Officer (MRO) functions for all DoD Civilian TDPs and applicants requiring drug tests. The MRO serves as the common point of contact between all parties involved in a drug test (i.e., the donor, the collector, the laboratory, and the Federal Agency’s designated representative). MRO services include:

  • reviewing lab test results and specimen custody and control forms (CCFs) to verify forensic and scientific reliability
  • conducting donor interviews (as required)
  • making determinations regarding test results
  • reporting verified test results to employer/Federal Agency
  • maintaining records and confidentiality of drug testing information
  • providing litigation support and testimony as needed. The Contractor must demonstrate the flexibility to adjust and accommodate to a dynamic work environment such as schedule changes, or interruptions resulting from weather or government shutdown.
