Background

The Building Partner Capacity Department (BP) enables the Department of Defense and the U.S. Government to build the capacity of our allies and partners to Counter Weapons of Mass Destruction (WMD). The preponderance of effort for this contract will support BP’s Countering WMD Security Cooperation Engagement Program (CSCEP). CSCEP’s mission is to provide, promote, assess, and develop the ability of partners and allies to respond to Chemical, Biological, Radiological, and Nuclear (CBRN) incidents and support the CWMD mission globally to improve the national security of the United States and its allies and partners. CSCEP trains and equips Partner Nations (PNs) to prepare for, protect from, and respond to WMD/CBRN incidents.

Requirements

The objective of this contract is to support DTRA BP efforts to establish or enhance Partner Nation (PN) capacity and capability to deter, detect, interdict, or respond to the use or proliferation of WMD and CBRN threats as well as prevail in CBRN environments. The scope includes, but is not limited to, the following:

  • Procure, store, manage, pack, ship, deliver, assemble, and/or install equipment necessary to build partner capacity or train PNs to counter or respond to WMD or CBRN threats to include related supporting missions (e.g., hospital support, emergency operations centers, etc.).
  • Develop training and/or train PN personnel on equipment supporting building partner capacity objectives.
  • Plan, develop, coordinate, and/or execute training, workshops, or exercises to strengthen or establish PN capabilities, including events to support PN CBRN/CWMD National Response Plans, emergency response procedures, consequence management, or counterproliferation measures.
  • Conduct trend and gap analyses for CWMD and CBRN response preparedness.
  • Provide logistics support CONUS or OCONUS for building partner capacity events and efforts including travel, transportation, and lodging of USG, Contractor, or PN personnel; translation and interpretation; and event coordination.
  • Provide a facility for training and logistical support.
  • Assess, design, construct, and/or renovate facilities and infrastructure to strengthen PN ability and preparedness to respond to WMD or CBRN threats.
  • Support the provision of sustainable CWMD capabilities through analyses of alternatives and/or lifecycle maintenance and sustainment planning and support.
  • Provide full project management to manage task execution, schedule, costs, and subcontractor activities to meet contract or task order requirements.
