Background

This requirement is to provide operational, functional and technical support to the Air Mobility Command (AMC) Directorate of Operations (A3) Joint Exercise Division (A37) and the 618th Air Operations Center (AOC) Tanker Airlift Control Center (TACC) Director of Global Readiness (XOP), to advise in budgeting, programming, planning, conducting, and reporting AMC participation in Chairman, Joint Chiefs Staff (CJCS), Combatant Command (COCOM), and Joint National Training Capability (JNTC) sponsored exercises. The program includes Command Post Exercises (CPX), Field Training Exercises (FTX), Computer Assisted Exercises (CAX) using the JLVC (Joint Live Virtual Constructive) construct, USTRANSCOM and AMC system testing – either in direct support to USTRANSCOM or in support of AMC/A6 on new releases to AMC systems, seminars, and no-notice interoperability exercises. Many of these exercises require modeling and simulation support to portray activities HQ AMC engages in as part of real world day-to-day air mobility operations. The exercises are used to train the command (defined as HQ AMC, 18th Air Force (18 AF), 618 AOC, 621 CRW and other MAF components) in global joint operations and assess the commands capability to meet air mobility requirements in fast-paced and stressful environments.

Requirements

  • The contractor shall support AMC in planning (operational, functional and technical) and conducting CPXs and CAXs to train the HQ AMC staff, 18 AF Staff and the 618 AOC (TACC).
  • The contractor shall support AMC/A37 in developing and maintaining the command Joint Training Plan (JTP) and review AMC Mission Essential Tasks (METs) and the associated conditions and standards on an annual basis.
  • The contractor shall ensure AMC exercise objectives are clearly identified with AMC METs, coordinated with United States Transportation Command (USTRANSCOM), and integrated into the overall exercise scenario to ensure optimum training value.
  • The contractor shall develop, as determined by AMC/A37, Exercise Directives, Exercise Briefings, Control Staff Instructions (COSINs), and other training materials and attend planning conferences as directed by AMC/A37 to coordinate AMC exercise
    participation with the Joint Staff, Services, and other commands.
  • The contractor shall provide constructive airlift schedules for use in CPXs and CAXs, provide manpower for the AMC Exercise Control Group (ECG) and/or the Exercise Response Cell (ERC). Following each supported exercise involving either the AMC staff, 18AF, 618 AOC (TACC) and MAF Wings and units participation, the contractor shall provide an after-action report to AMC/A37.
  • The After-action Report (AAR) shall include appropriate observations in the Joint Lessons Learned Information System (JLLIS) format. The contractor shall develop, with AMC/A37, inputs to the USTRANSCOM Hot Wash briefing and after-action items for USTRANSCOM and USAF as needed by AMC/A37.
  • The contractor shall provide AMC/A37 and AMC/FMAT (Financial Management Assessment Team) with annual JEP flying hour and commercial contract cost estimates for the Budget Review (BR) and Program Objective Memorandum (POM) and report actual airlift costs on a monthly basis to the Joint Staff, Services, USTRANSCOM, and exercise sponsoring commands.
  • The contractor shall assist the sponsoring commands in developing their JEP annual airlift budgets as needed for the upcoming two years, maintain an updated estimate of costs for the operating year, and provide AMC/FM with quarterly reports of costs incurred for the past three months and estimated airlift costs for the next three months.
  • The contractor shall also provide support to AMC/A37 and HQ AMC/A6I in translating USTRANSCOM and Theater Air Mobility operational requirements into technical planning efforts, loading AMC/C2 modeling and simulation data onto AMC/A6 maintained and provided systems (for example: Global Decision Support System (GDSS), Consolidated Air Mobility Planning System (CAMPS), etc.). Also, prepare exercise documentation and participate in exercise planning conferences as required / directed by AMC/A37.
  • Contractor shall coordinate operational and technical exercise-related issues with USTC, AMC, Numbered Air Forces (NAFs), COCOMs, developers, and other organizations.
  • Contractor shall provide operational support for AMC Joint/Combined and Air Force Exercise taskings, to include working with AMC/A6I on the development of accurate technical architecture requirements and drawings.
  • Contractor shall facilitate troubleshooting of C2 systems outages and communications problems on behalf of AMC/A37 (operational issues) during relevant Joint/Combined and Air Force exercises.
