Background

The Defense Agencies Initiative (DAI) is a critical effort to modernize and transform most Defense Agencies’ financial capabilities and is intended to transform the budget, finance, and accounting operations to achieve accurate and reliable financial information in support of financial accountability and effective and efficient decision-making in support of the missions of the warfighter. DAI is an information technology system that provides a near real-time, web-based system that leverages Oracle software tailored to Government requirements. The DAI system includes different modules for use by the Defense Agencies such as the DAI Accounting module (Oracle Enterprise Resource Planning (ERP)) and the Program/Budget Formulation module (Oracle Hyperion Planning). The DAI implementation approach is to deploy a standardized system solution that is consistent with requirements in the Federal Financial Management Improvement Act (FFMIA) and the DoD Business Enterprise Architecture (BEA). DAI is employed worldwide by over 30 Defense Agencies and across a variety of operational environments via a web portal on the Non classified Internet Protocol Network (NIPRNet) using each agency’s existing information system infrastructure. The DAI program modernizes the Defense Agencies’ financial management processes by streamlining financial management capabilities, addressing financial reporting material weaknesses, and supporting financial statement auditability for the majority of agencies and field activities across the DoD. DAI is configured so that each Defense Agency will have a unique legal entity, set of books, and operating unit by agency Identity Document (ID). It provides the basis for an integrated, enterprise-level solution for all Defense Agencies.

Defense Agencies Initiative (DAI) is a critical DoD effort to modernize the Defense Agencies’ financial management capabilities. This acquisition will provide enterprise-wide Teir 1 helpdesk support.
