Background

The Assistant Secretary of Defense for Health Affairs (ASD (HA)) in coordination with the Under Secretary of Defense for Personnel and Readiness (USD (P&R), the General Counsel of the Department of Defense (DOD), and the ASD for Reserve Affairs are responsible for establishing policies, procedures, and standards for the identification, surveillance, and personnel management of military service members who have serologic or other evidence of HIV infection. The ASD (HA) and USD (P&R) also have purview over the screening and qualification policy for applicants into the Armed Forces as annotated in DoD Instructions 6130.03 Volume 1. The Navy Bloodborne Infection Management Center (NBIMC) provides leadership and expertise to ensure mission readiness and to support the National Military Strategy. NBIMC oversees the administration and aids in the development of policies concerning the Human Immunodeficiency Virus (HIV), Hepatitis B, and Hepatitis C screenings for the Department of the Navy (DON), as directed by the Navy Bureau of Medicine and Surgery (BUMED) for the Bureau of Personnel (BUPERS).

Requirements

  • The contractor shall provide services to meet the following:
    • ARMY
      • The contractor shall provide qualified personnel, services, materials, equipment supplies, information systems, and facilities, except as identified in PWS Part 3, Government-Furnished Equipment/Property, necessary to perform medical laboratory testing services for infectious disease testing. The contractor shall employ Food and Drug Administration (FDA) approved tests, software, testing instruments, and methodologies. Approved testing protocols covered by this contract are established and updated by the HIV Diagnostics and Reference Laboratory (HDRL)
    • NAVY
      • The Department of the Navy will have optional entry in this contract beginning in year 4 (approximately September 2027). The Contractor shall provide non-personal service(s). Customized shipping: storage services & infectious diseases testing to include reporting services to support readiness, force protection, and notification requirements necessary for U.S. Navy, Marine Corps, and Coast Guard operations. The Government estimates submitting approximately 60,000 to 90,000 specimens per month for testing, shipped directly to the Contractor, at the Contractor’s expense, from approximately 1,300 submitting activities (SA) worldwide, including remote facilities. Submitting activities include US Navy Military treatment facilities (MTFs), Navy Operational Support Centers (NOSCs), US Navy, Marine Corps and Coast Guard operations, including those coordinated/supported by the Reserve Health Readiness Program (RHRP)
