Background

This is a follow-on effort of the FUSIONS I contract, FUSIONS II will deliver a key decisional advantage to the 16 Air Force (AF) Commander (CC) and Joint Force Air Component Commander (JFACC) by delivering timely and relevant intelligence data/products to the war fighter. The FUSIONS II contract will enable critical support functions in all major work centers of the Operations Center (OC) and will further enable the 16 AF/CC to exercise both command and control (C2) authorities as well as Service Cryptologic Element roles. The primary location for this effort will be located at Joint Base San Antonio-Lackland (JBSA). Customers supported are the 616 OC, the 16 AF staff, 16 AF subordinate units, Service Cryptologic Component partners, and 5 Regional and 3 Functional Combatant Commands.

Requirements

Services shall include but are not limited to the following:

  • The Contractor shall perform analysis of architecture, infrastructure, and operations to determine baseline capabilities; conduct gap analysis in regard to end-state vision provided by 616 OC operational requirements; develops/provides recommended solutions based on gap analysis for desired modernization and integration of Intelligence, Surveillance, and Reconnaissance (ISR) data link capabilities and correlation tools to include, but not limited to pH-1, TALON THRESHER, FADE MIST, and AARDVARK.
  • The Contractor shall perform systems engineering to include modernization leading to the integration, testing, installation, development, evaluation and training for sustainment and enhancement of existing data link technologies, including but not limited to commercial off the shelf (COTS)/ government off the shelf (GOTS).
  • The Contractor shall provide on-site and virtual System/Network Administration support to configure, update as well as manage all identified servers, networks, radios, and C2 systems with configuration control updates for all applications supported with Government authorization.
  • Research, plan, analyze, and apply intelligence community (IC), Department of Defense (DoD), and AF policies and directives related to ISR Multi-Intelligence (Multi-INT) requirements, oversee operations, and perform assessments.
  • Develop information sharing and analytic outreach methodology and develop strategic communication plans enabling collaborative relationships with members of the IC and supported Component Numbered Air Forces (C-NAF), National Mission Partners, and associated Air & Space Operations Centers (AOC) worldwide.
  • The Contractor shall recommend and develop tactics, techniques, and protocols (TTPs), provide operational training, and conduct post activity review/analysis.
