Requirements

The contractor shall:

  • Construct an elementary school with functional areas containing neighborhood instructional spaces, special education spaces, staff collaboration spaces, commons area, multipurpose room, information center, gymnasium, art room, music room, administrative suite, health suite, guidance counseling suite, special education suite, food service, maintenance support, central storage area, technology service center, and other required areas for a fully functioning elementary school.
    • This project will construct a new two story, 117,000 square foot maximum, 21st Century Elementary School. The school will have a design population of 600 students and is programmed to provide 21st century learning studios for the pre-K through 5th grade students with a staffing authorization of 59. Program requirements are based upon the latest version of the DoDEA 21st Century Educational Specifications at the time of this report. Additionally, stakeholder input received during the charrette guided the development of the project scope. The project site improvements will include a maximum of 120 parking spaces and new outdoor play areas for the students. Additional site improvements will include signage, fencing, landscaping, exterior lighting, and utilities including the re-connection/re-configuration of the existing community pedestrian walkways that currently meander through the site.
    • The project includes related infrastructure such as electric, communications (which includes telephone, local area network, and provisions for interior and campus wireless access), water, and sewer distribution systems. The project will provide paving for roadways, bus loading/unloading, parent drop-off, staff and visitor parking, service and delivery area, associated sidewalks with covered walkways/canopies, signage, and crosswalks. The project includes storm drainage and storm water management. Low Impact Development will be included in the design and construction of this project as appropriate. Site improvements, such as fencing, external AT/FP features, landscaping, exterior lighting, exterior play structures and outdoor learning areas. AT/FP features will comply with AT/FP regulations, and physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. Demolition and replacement of an existing Dog Park, which currently occupies a portion of the new school site, will be constructed at a separate site adjacent to the existing Child Development Center at Fort Moore.
