Background

The Health Resources and Services Administration (HRSA), an agency within the U.S. Department of Health and Human Services (HHS), advances the national mission to improve health and achieve health equity by ensuring access to high-quality services, strengthening the health workforce, and supporting innovative programs that serve vulnerable and underserved populations. HRSA’s programs provide health services to low-income, uninsured, rural, isolated, and special-needs communities across the United States, while also supporting prevention, workforce development, and system capacitybuilding initiatives. HRSA administers over 90 programs and awards nearly $13 billion annually to approximately 3,000 partner organizations, delivering care and services to tens of millions of individuals nationwide.

To support this mission, HRSA is seeking contractors capable of providing support services for the development, modernization, and enhancement (DME), as well as operations and maintenance (O&M), of the agency’s enterprise Electronic Handbooks (EHBs) and Program Performance Reporting Systems (PPRS). These services are essential to sustaining HRSA systems at the highest levels of service and availability, consistent with cost, schedule, and performance objectives. These systems collectively ensure that HRSA can efficiently manage its grant portfolio, maintain compliance with federal requirements, and provide timely, accurate information to internal and external stakeholders.

In alignment with Departmental/HHS priorities, this effort is intended to support not only HRSA’s current organizational structure and mission needs, but also evolving HHS governance models, enterprise initiatives, and future operating constructs such as the Administration for a Healthy America (AHA), a planned operating agency within the HHS. The Department periodically undertakes organizational realignments, consolidations, and the establishment of new operating or staff divisions to improve efficiency, coordination, and service delivery across public health programs. Accordingly, the scope of services contemplated under this contract is designed to remain applicable and adaptable to future HHS-wide transformations, including but not limited to the transfer, consolidation, integration, or realignment of HRSA functions, programs, systems, or responsibilities into newly established or successor organizations, operating divisions, or centralized HHS components. This includes support for any future Departmental entities, shared services, or governance structures that assume responsibility for programs, systems, or missions currently performed by HRSA and its merging components from an IT perspective.

The contractor shall be capable of supporting continuity of operations, mission execution, and information technology, modernization, cybersecurity, and privacy requirements as HRSA functions evolve or are incorporated into broader HHS enterprise or operating models, without interruption to services or degradation of security posture.
