Background

The Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence (C5I) Service Center (C5ISC) has a follow-on requirement to contract 70Z04424DBOD6000X to procure Installation and Logistics Management Services for the implementation, sustainment and disposition of new C5I systems as well as upgrades to existing C5I systems.

The United States Coast Guard (USCG) C5ISC has been structured to deliver technology solutions for mission success by virtue of its six Product Lines and five Shared Service Divisions. The C5I community, through the CYBER-CIO-C4IT Transformation, is now better aligned with the Mission Support Business Model to more efficiently manage C5I assets over their full life cycle. C5I Operations now align with Requirements (CG-761 & CG-791), Resources (C5I Resource Council), Program Management (CG-68), and Mission Support (C5I Logistics Center). A primary mission of the C5ISC is to support the wide variety of Coast Guard command, control, and communication systems located at shore facilities, on vessels, and aircraft.

Requirements

  • Support services of Installation, and Logistics Management Services, 3rd Generation (ILMS III).
  • The prospective contract will include, but is not limited to, the following functional areas:
    • Integrated Logistics Support (ILS)
      • Logistics planning and execution aligned with USCG directives and lifecycle sustainment principles.
      • Inventory, supply chain, and warehouse coordination.
      • Documentation management (e.g., Logistics Support Analysis Records, As-Built drawings).
      • Kitting and material staging for system deployment.
    • Installation & Modernization Services
      • Site surveys, system installation, integration, and configuration on vessels, aircraft, and facilities.
      • System testing, acceptance, and commissioning.
      • Cable routing, system mounting, and interface validation.
      • Support for decommissioning and legacy system removal.
    • System Sustainment & Maintenance
      • Preventive and corrective maintenance support.
      • Field service representative deployment (CONUS and OCONUS).
      • Technical troubleshooting and system repair.
    • Engineering & Documentation Support
      • Coordination with USCG system engineers and configuration managers.
      • Development of technical manuals, system diagrams, and ILM documents.
      • Participation in technical reviews and audits.
    • Training Support
      • Development of courseware and delivery of end-user/operator training.
      • On-site training post-installation.
    • Cybersecurity and Classified Systems
      • Support for systems operating in classified environments.
      • Compliance with DoD and DHS cybersecurity frameworks (e.g., RMF, STIGs).
    • Key Performance Characteristics
      • Offerors should be capable of:
        • Providing cleared-personnel and surge staffing for classified/mission-critical deployments.
        • Operating in remote and austere locations, including overseas assignments.
        • Supporting continuous lifecycle engagement across concept, deployment, and sustainment.
        • Managing multiple simultaneous task orders across different geographical areas.
