Requirements

The commercially-available license subscription should leverage a variety of publicly available information sources, evaluate content to detect emerging events as they are developing, and push alerts to users based on user-defined areas and topics of interest. The solution must be capable of distributing alerts in near real-time via email, application programming interface (API), web-based application, and mobile platforms. The solution must be available commercially in the marketplace, and able to scale to a DoD enterprise capability, and keep pace with developments and standards within the commercial industry sector.

The PAI Alerting Service shall:

  • Certify in writing compliance with data sources’ terms of service.
  • Detect emerging events in near real-time, incorporating data veracity into methods by which alerts are generated.
  • Scale to meet the DoD enterprise.
  • Deliver (push) alerts to users based on user-defined criteria.
  • Send alerts to users via a web-browser user interface, API, mobile application, text message, or email, as selected by the user.
  • Use a wide variety of social media, news and other publicly available information sources across the globe, including the most popular regional social media and news platforms.
  • Provide translation capability for all alerts into English, with the option to view in original language.
  • Display a map interface with event locations.
  • Allow users to search events by text and location.
  • Provide source attribution in alerts and notify the user before they leave the service’s web interface.
  • Provide links to data sources (disabled) used to generate the alerts
  • Provide a menu of common interest profiles that automatically set information filters to tailor alerts, based on topics, geographic areas, or urgency of the event.
  • Provide the ability to create custom alert filters based upon location, event type, time, and with user-selected key words.
  • Comply with the Privacy Act, IC Commercially Available Information (CAI) Policy Framework, and DoDD 3115.18, DoD Access to and Use of Publicly Available Information.
  • Ensure safeguards are in place to protect user information, in compliance with National Institute of Standards and Technology (NIST) SP 800-171 and FAR 52.239-1, DFARS 252.204-7009, DFARS 252.2047015, and DFARS 252.239-7010.
  • Direct users to complete DoD-specific guidance prior to account activation and prevent access if guidance is not met annually.
  • Provide help desk service.
  • Require minimal training for basic use.
  • Include training support providing users with information on how to use the service.
  • Provide a low-bandwidth capability for degraded communications use.
