Background

Naval Undersea Warfare Division Keyport (NUWCDIVKPT) provides for the Test, Evaluation, and Maintenance of Navy Torpedoes and other Ships/Weapons systems and components. The Infrastructure Services Division (Code 102), plans, manages, directs and maintains NUWCDIVKPT’s Safety, Environmental, and Facilities Engineering & Planning while security services are managed by Command Staff personnel under the direction of the Security Officer.

The Code 1021 Facilities branch manages facilities design and planning, the energy program, utilities, space planning and allocation, MILCON planning, fleet transportation, and building maintenance programs. The Code 1023 Environmental branch manages environmental services to ensure compliance with federal, state, and local environmental regulations and includes the management, tracking, handling, and disposal of all hazardous waste.

The Code 1024 Safety branch manages NUWC’s Occupational Safety and Health (OSH), Personal Protective Equipment (PPE) program, Employee Physicals and Medical Examination program, Ergonomics, Respiratory Protection, Weight Handling Equipment program, Deficiency and Abatement programs, Explosive Safety
Programs, and Fire Warden Support.

The Code 105 Security Division functions as Keyport’s Command Security Staff, responsible for implementing the Navy’s Force Protection, Physical Security, Information Security, Personnel Security, Information Systems Security, Operations Security Programs and manning the Command Security Monitoring Center.

Requirements

  • The contractor shall provide Infrastructure Support services for Safety, Environmental, Facilities Engineering & Planning, and Security for NUWCDIVKPT
  • Additional work is anticipated for tasks 5.1 and 5.2 therefore, it has been included as an optional line item and shall be exercised if required
  • The Contractor shall follow all federal, state, and NUWCDIVKPT regulations where applicable for safety, services, and information handling
  • Program Management:
    • The contractor shall establish and maintain a management program during task order performance, incorporating details of the requirements set forth in this Performance Work Statement (PWS)
    • As a minimum, the management program shall identify all contractor resources; i.e., equipment, material, supplies, and staffing plan on how these resources will enable the contractor to meet performance objectives
    • The contractor shall provide program management oversight to ensure all work conducted within this contract is planned and executed in a manner that will achieve all management, technical, logistics, budget and schedule objectives
    • The contractor shall ensure coordination and integration of all functional areas within each task or project
  • Subcontractor Management:
    • The contractor is responsible for performance requirements delineated in this PWS, and shall institute appropriate management actions relative to subcontractor performance
    • Requirements that are contractually specified shall apply to subcontractor performance; however, the contractor shall be accountable for compliance of subcontractors and is responsible for ensuring all deliverable products comply with task order requirements
  • Assignment of Responsibility and Authority:
    • The contractor shall identify the organizational elements responsible for conducting the activities delineated in this PWS. Responsibilities shall be assigned and clear lines of authority defined for determining and controlling the resources necessary to satisfy each element of this PWS
    • The contractor shall notify the Government of any changes regarding authority or responsibility changes made by the contractor during the period of performance in accordance with Section H, Special Contract Requirements, of the basic contract
  • Resources:
    • The contractor shall provide certified and qualified personnel to complete the work and supply evidence of qualifications to the government upon request
