Background

  • Maritime IT capabilities provide vessel movement data (VMD), characteristics and performance (C&P) data, and cargo data, which are presented to the larger Department of Defense (DoD) and Intelligence Community (IC). ONI Maritime IT systems include Global TRADER (GT), Distributed Common Ground System – Navy (DCGS-N), Authoritative Maritime Services (AMS), Worldwide Archive to Establish Trends (WARCHEST) and other programs.
  • Supporting and partner systems within the Office of Naval Intelligence provide cloud hosting support services through the NAVINTEL Cloud Ecosystem (NCE) and ONI Repository for Characterization of the Adversary (ORCA). ONI Maritime IT systems reside on multiple networks and on multiple security domains (e.g., NIPR, SIPR, JWICS and other networks). IC, DoD, Combatant Command (COCOM), Service, and Fleet customers access ONI’s data through a variety of interfaces / Service Oriented Architecture (SOA) services.

Requirements

he Contractor shall:

  • Sustain, enhance, modernize, consolidate, and decommission hardware and software and infrastructure capability. This includes a broad range of IT engineering services in design, software, hardware, network, cybersecurity, and continuous integration/continuous delivery (CI/CD) pipeline. This PWS addresses the full range of services required to plan, architect, design, implement, and sustain Maritime capabilities and data, to include 24x7x365 tier 1 through 3 IT support for all current and future Maritime IT capabilities and data. Required tasking will include, but is not limited to, planning and scheduling, customer/user support, systems engineering and technical assessments, software engineering, system administration and operation, database administration and development, system/software testing, and break-fix support. Support also includes identification, requirements specification, and implementation of enhancements to Maritime IT capabilities that increase automation and processing capacity, strengthen security, support deployment of applications to additional networks, and improve reliability. Work done under this PWS will conform to ONI, DoD, and Office of the Director of National Intelligence (ODNI) enterprise architecture policies and procedures.
