Background

Deteriorated lead-based paint and lead-contaminated dust and soil are a major public health threat, especially to children under the age of six. Lead-based paint was banned for residential use. HUD’s Office of Single-Family Housing administers a program for inspection and evaluation of deteriorated lead-based paint in HUD-owned Single-Family properties (with 1 to 4 units each), following default of Federal Housing Administration (FHA) insured mortgages and possession of title. Lead-based paint support services are provided to each of the four (4).

HUD’s Homeownership Centers (HOCs) were created to centrally manage HUD-owned single family properties located within four geographic areas. The four HOCs are located in the following areas: Atlanta, GA; Denver, CO; Philadelphia, PA; and Santa Ana, California. Lead evaluations services will be provided in support of each of the four HOCs.

Requirements

The Department of Housing and Urban Development (HUD) / Office of Single-Family Asset Management (SFAM) requires contractor support to inspect, evaluate and prepare stabilization plans and clearance examination on HUD owned properties built prior to 1978. These services shall include:

  • Lead based paint visual assessments
  • Performing lead-based paint inspections
  • Preparing lead-based paint stabilization plans
  • Clearance examinations.
