Background

The Program Management Office (PMO) at AFLCMC/Aerial Networks Division (HNA) is seeking information in support of market research being conducted by the United States Air Force (USAF), Air Force Life Cycle Management Center (AFLCMC), on how interested parties could provide Contractor Logistics Support (CLS) to maintain and sustain the Link 16 Alaska (LAK) system. The CLS support functions such as providing engineering support, identifying requirements for spare and repair parts, facilities, material, equipment, personnel and performing maintenance on the LAK system.

Requirements

The PMO is seeking qualified sources that have the capability and interest in engaging in CLS activities in support of the LAK program. Responses to this RFI should clearly articulate methods of successfully addressing the following mission critical needs:

  • Remote Re-Key capability for cryptologic equipment at remote sites that cannot be reached by ground or air.
  • Regulatory compliance with Security Industry Best Practices, Department of Defense (DOD) Security Technical Implementation Guide (STIG) Guidance, Risk Management Framework (RMF) etc., and assurance of security minded systems planning, implementation, monitoring, and response procedures.
  • Experience planning for Diminished Manufacturing Sources and Material Shortages (DMSMS) occurrences.
  • Monitoring and responding to infrastructure hardware, network, and software related faults/outages, ensuring focus on customer uptime.
  • Robust testing capabilities to ensure any mission critical updates are thoroughly tested prior to implementation.
  • Transitioning existing legacy infrastructure systems to a more modernized baseline.
  • Ability to manage, coordinate, plan, site survey, purchasing and subcontracting of services for the logistics and installation of potential additional remote ground entry point locations.
  • Ability to coordinate and work with other CLS contractors that provide on location infrastructure support, that can include their management of long-haul communications circuits, remote site access, transportation to and from remote locations, etc.
  • Regulatory compliance with Radio Frequency Agreements (RFA) and ability to provide artifacts and measurement data as needed to satisfy DoD and FAA requirements.
  • Maintain and update technical data package (TDP) information to include red line system changes, updates to technical drawings and technical manuals as required.
