Background

MSCOE & FLW is a major subordinate command of the United States Army Training and Doctrine Command (TRADOC) with the mission of commanding, operating and administering use of MSCOE & FLW resources to accomplish all assigned missions. FLW provides support to Commanding Generals and Commanding Officers of Reserve Commands, Advisory Groups, Active Army and Reserve Component units, Army Reserve Centers, tenant units, activities and individuals located both on-installation and off-installation within the geographic area specified by AR 5-9. The primary objective is the establishment and operation of an effective training program to qualify personnel for advanced individual training or for assignment to active Army units and reserve components. Soldiers undergoing training receive instruction in basic, combat and advanced individual training. Additionally, instruction is presented in specialized training to include drill sergeant school and technical engineer, chemical and military police training courses. The primary objective of Table of Organizational Equipment (TOE) unit training is to attain and maintain the directed operational readiness capability. MSCOE & FLW prepares and coordinates with appropriate agencies and implements when directed, operations, mobilization, defense, contingency, emergency, disaster and civil disturbance plans. United States Maneuver Support Center of Excellence (MSCoE) and Fort Leonard Wood (FLW) is located in south central Missouri and contained within the southern part of Pulaski County, with the exception of a very small portion lying within Laclede and Texas Counties. Installation is located approximately one mile south of Interstate 44 in a rural area bordered on three sides by the Mark Twain National Forest and on the north by the small towns of Saint Robert and Waynesville. Nearest urban centers are Springfield, Missouri, located 85 miles southwest of installation and Saint Louis, Missouri, located 120 miles to the northeast. Fort Leonard Wood consists of approximately 61,410.15 acres within the FLW Military Reservation Boundary and approximately 1,191 buildings

Requirements

  • This potential action is for non-personal services, which is performance-based consisting of functional task areas as described in the Performance Work Statement. Some of these services will be performed at LORA, which is approximately 50 miles from FLW. The scope involves functional task areas related to the following work: Management, Utility Plants and Systems Operations, Heating Ventilation and Cooling Systems, Electrical and Structural Labor, Roads and Grounds, Handling Fuel and Railroads, Environmental and Entomology, the United States Army Maneuver Support Center Complex, Sheet Metal and Sign Shop, and Building Preventive Maintenance. The associated BASOPS Levels of Service are Grounds Maintenance, Pavement Clearance, Vertical and Horizontal Facility Maintenance, Heating and Cooling, Pest Management, and responsibilities for the Army Cemetery Maintenance.
