The Department of Defense (DoD), Missile Defense Agency (MDA), has a requirement for MAPSS Security.

Program Protection

• Provides support to Acquisition Security, Information Safeguards, Matrix Security, and Training and Operations
  • Acquisition Security executes and oversees the Acquisition System Protection Program for all established and developing MDA Programs
  • Information Safeguards orchestrates protective measures to safeguard MDS information from loss, compromise, or unauthorized disclosure; implements Information Security (INFOSEC)
  • Agency-wide Declassification Program performs declassification reviews in compliance with requirements and procedures outlined in Executive Order (E.O.) 13526 and other guidance
  • Administration of the Agency’s Operations Security (OPSEC) program
  • Embedded Matrix Support to assigned MDA Element covers security matters per the performance work statement, with reach-back support from Core MDA security program offices
  • Training and Operations performs and executes all Security Operations and Enterprise (O&E) functions and activities for security education and development
• Trusted Workforce Security
  • Counter-Insider Threat (C-InT) analytical hub
    • Data acquisition, analysis and collaboration across internal and external organizations to identify, and mitigate potential insider threats to the Agency’s personnel, information and technologies
  • Personnel Security (PERSEC)
    • Processes clearance applications; reviews Sensitive Compartmented Information (SCI) and Special Access Program (SA) nomination packages; conducts initial indoctrination training, refresher briefings, and debriefings
• Supply Chain and Cyber Risk Management (SC2RM)
  • Supply Chain Risk Management (SCRM) Evaluation, SCRM Monitoring and Compliance (M&C), Software Assurance (SwA), and Operations
• Special Security Office (SSO)
  • SSO functional services: management and implementation of the Defense Special Security System within MDA, maintenance and updates of the Government databases for SCI-level personnel and physical security
• Special Access Program Central Office (SAPCO)
  • SAP-level Program Security, Plans and policy, Security Integration, and Compliance and Testing
• Security and Emergency Management
  • Agency’s Anti-Terrorism/Force Protection (AT/FP)
    • Assist with planning and assessment of MDA’s AT/FP program including review of construction design drawings, AT Criticality and Vulnerability assessments, and execution of the MDA AT Self-Assessment Program, the Random AT Measure Program, and the MDA AT Risk Assessment process
  • MDA Physical Security
    • Technical and administrative support for the MDA Physical Security Program, covering acquisition projects, test events, and administrative facilities
  • Emergency Management (EM) and Continuity of Operations (COOP) programs
    • Comprehensive support to the Agency’s EM and COOP programs
  • Test Security and DoW Mission Assurance
    • Security support for MDS test events
  • Security Operations
    • Technical and administrative support for MDA Security Operations – for supported facilities, enterprise electronic security systems, and MDA resource protection (administrative and test)
• Foreign Disclosure and Export Control
  • MDA disclosure reviews of U.S. classified military information (CMI) and controlled unclassified information (CUI) to foreign governments and international organizations
    • Mission areas include – foreign disclosure, disclosure policy, official foreign visits and assignments to MDA, technology transfer, International Traffic in Arms Regulation (ITAR) Exemptions and munitions export licensing, and Committee on Foreign Investment in the United States (CFIUS) reviews
