Background

Miami-Dade County (the County) seeks industry input to support planning for a future competitive solicitation for enterprise wireless cellular services. The County intends to establish one or more contracts with qualified national wireless service providers capable of supporting County operations during normal business conditions, large-scale events, natural disasters, and declared emergencies.

The County anticipates a multiple-award strategy to mitigate operational risk, enhance resiliency, and ensure continuity of operations across diverse geographic and operational environments. The future solicitation is expected to support two service groups:

Group A – General Government Services. This group will include the provision of cellular and wireless services, maintenance and technical support, billing and usage reporting, and data services. Under this group, the County anticipates awarding a single Primary Provider to support general government departments, including but not limited to the Parks, Recreation and Open Spaces Department (PROS), the Cultural Affairs Department (CUA), and other County departments with standard operational requirements.

Group B – Public Safety and Transit Services. This group will include cellular and wireless services, maintenance and technical support, billing and usage reporting, and data services. In addition this group will require enhanced capabilities to support mission-critical operations, including network redundancy, priority services, and continuity of service during emergency and high-impact operational conditions. For Group B, the County intends to award contracts to multiple Primary Providers, at a minimum of three (3), to ensure network redundancy, resiliency, and continuity of operations.

Departments supported under this group include, but are not limited to, Miami-Dade Fire Rescue (MDFR), the Department of Solid Waste Management (DSWM), the Department of Transportation and Public Works (DTPW), Miami-Dade Corrections and Rehabilitation Department (MDCR), Miami-Dade Aviation Department (MDAD) and the Miami-Dade Sheriff’s Office (MDSO).

The county is committed to contracting with firms that demonstrate a vested interest in advancing the County’s social and economic development goals, including meaningful engagement with small and local businesses. The future solicitation anticipates a minimum Small Business Enterprise (SBE) participation goal of at least 15%, to be achieved through subcontracting and/or strategic partnerships.

Requirements

SCOPE OF SERVICES SUMMARY (Groups A and B)

Equipment and Devices (Groups A and B)

The awarded Contractor(s) shall provide and maintain a comprehensive, cataloged inventory of current and future wireless and cellular devices, associated hardware, and accessories for use by the County throughout the term of the contract. The Contractor(s) shall continuously update the catalog to reflect newly released and commercially available models and technologies, subject to County approval. At a minimum, the device catalog shall include data-only devices such as data cards, AirCards, telemetry and IoT devices, wireless routers, security cameras, and devices supporting traffic signals and other field equipment; MiFi and hotspot devices capable of providing secure wireless connectivity for multiple users and devices; voice-only devices including standard feature phones; tablets with cellular connectivity, including Apple iPad, Microsoft Surface, Samsung tablets, and comparable devices approved by the County; voice and data devices including smartphones and Push-to-Talk (PTT) capable devices suitable for public safety use where applicable; and commonly used accessories such as protective cases, chargers, batteries, vehicle power adapters, mounting hardware, and similar items.

All devices provided to the County shall be current production models and, at the time of purchase, shall not be more than one (1) generation behind the manufacturer’s then-current flagship model for the applicable device family, unless otherwise approved in writing by the County. The Contractor(s) shall not discontinue, end-of-life, or materially alter support for any device deployed to the County without providing a minimum of ninety (90) days’ advance written notice and proposing a functionally equivalent or superior replacement device at equal or lower cost, subject to County approval.

Service Plans (Groups A and B)

The awarded Contractor(s) shall provide a comprehensive and flexible portfolio of service plans and pricing structures sufficient to meet the varied operational, budgetary, and usage requirements of County departments, Constitutional Offices, and authorized entities. Service offerings shall include voice, text, data, and bundled plans designed to support both low-usage and high-usage environments.

Voice and messaging services shall include defined voice plans or per-minute rate structures for in-state, out-of-state, and domestic long-distance calls; unlimited voice and text plans for high-volume users; and mobile-to-mobile group calling and messaging options that maximize cost efficiency for County-issued devices. Data services shall include unlimited data plans for tablets, AirCards, IoT, telemetry, and other data-centric devices, with full disclosure of any throttling, prioritization, or usage management practices, as well as pooled and non-pooled data plans to optimize departmental usage. Bundled plans combining voice, text, and unlimited data for smartphones and similar devices shall be available and shall clearly define any applicable terms, limitations, or usage management practices, including tethering and hotspot functionality.

Pricing structures shall support predictable budgeting and cost allocation through fixed-rate or flat-rate plans. Any device discounts tied to service commitments shall clearly disclose all associated conditions, including minimum terms and early termination fees, and shall be subject to County approval. The Contractor(s) shall clearly identify all non-recurring charges, including activation, deactivation, SIM changes, and number changes, as well as any applicable governmental, volume, or other discounts.

Coverage and Network Quality (Groups A and B)

The awarded Contractor(s) shall provide reliable, high-quality wireless network coverage throughout Miami-Dade County and the State of Florida, with particular emphasis on areas critical to County operations and public safety. The Contractor(s) shall demonstrate network capabilities through detailed coverage maps and supporting documentation that describe current and future 5G and LTE coverage, legacy network support where applicable, and anticipated reliability for both voice and data services. The Contractor(s) shall identify all available priority and preemption services, public safety-grade offerings, and disaster recovery resources, including deployable assets, backup power, and hardened infrastructure, that will be made available to support County operations under the contract, along with any eligibility requirements or associated pricing.

Cellular Services (Groups A and B)

The awarded Contractor(s) shall provide cellular services that meet or exceed 5G 3GPP standards as a baseline service level and shall maintain backward compatibility with LTE (4G) and other legacy technologies to ensure uninterrupted service across all County devices and locations. The County may utilize multiple awarded Contractors concurrently. The County reserves the sole right to assign departments, device types, geographic areas, or operational use cases among awarded Contractors and to shift services, devices, or accounts between Contractors as necessary to address coverage gaps, performance issues, operational needs, or cost optimization objectives, without penalty or exclusivity restrictions.

The Contractor(s) shall provide reliable voice services with consistent call quality, minimal latency, and seamless integration with existing County mobile infrastructure. Standard enterprise voice, messaging, and data services shall include, at no additional recurring cost, nationwide calling, domestic and international calling capability (where activated), SMS and MMS messaging, group messaging, RCS where available, mobile hotspot and tethering (device dependent), Wi-Fi calling, VoLTE, Push-to-Talk where supported, automatic domestic and international roaming, Wireless Priority Service (WPS) for public safety where applicable, Quality of Service (QoS) management, real-time outage notifications, carrier aggregation and network optimization features where supported, and dedicated account support resources.

Device and Service Management (Groups A and B)

The awarded Contractor(s) shall provide a secure, web-based account and device management platform accessible to County-designated personnel for the administration of all wireless services and devices. The system shall allow authorized users to activate, suspend, and disconnect services; add or remove devices; modify service plans; manage BYOD devices where applicable; administer device upgrade and replacement programs aligned with County lifecycle standards; and access detailed usage and billing reports for voice, data, and messaging services. The management platform shall provide real-time visibility into device usage, data consumption, billing accuracy, and account status and shall support optional integration with Mobile Device Management (MDM) solutions to enhance security and policy enforcement. All account management tools, reporting capabilities, and system access required to meet these obligations shall be provided at no additional cost to the County.
