Requirements

  • The contractors selected for this work shall have the capability and experience to provide a wide range of remedial action services at hazardous waste sites. These efforts may require the Contractor to safely locate; identify; recover, evaluate; control; assess; package; transport; manage; and make final disposition, as required, of Munitions and Explosives of Concern (MEC) and Hazardous, Toxic and Radioactive Waste (HTRW) at various currently and formerly used defense sites, property adjoining currently and formerly used defense sites, and other federally controlled/owned sites. Work performed under this contract may include, but is not limited to project planning; assessments; inspections; surveys; investigations; studies, engineering evaluations; prioritization; cost analyses; remedial or removal actions; spill response; sampling and analysis; evaluation of risks and hazards to human health and the environment; engineering containment and filtration; recovery; storage; transportation; and disposal including but not limited to investigation derived waste (IDW), MEC, Munitions Constituents (MC), and HTRW; monitoring; data management; training; permitting; public involvement; and logistical; medical; and security support. In addition, for OMRS the work may also include anomaly avoidance, construction support, and range clearance. Work efforts may include the use of robotic or innovative technology where feasible and practical. Activities may include, but are not limited to, the following:
    • Remediation activities including testing, treatment, remediation, removal, clearance, excavation, dredging, transportation and disposal of hazardous, toxic, or low-level radiological wastes including MEC and/or MC
    • Certify all material removed from the site is free and clear of MEC, MD, and Material Potentially Presenting an Explosive Hazard (MPPEH).
    • Complete field sampling activities for MC including the use of incremental sampling methodology (ISM), laboratory analysis by DoD ELAP accredited laboratories, and data validation following the DoD Data Validation Guidelines.
    • Prepare Action Memorandum, Site Inspections (SIs), Remedial Investigation (RI) Reports, Feasibility Studies (FSs), Proposed Plans (PPs), Records of Decisions (RODs), Explanation of Significant Differences (ESDs), Memorandums for the Site File, Remedial Action Completions Reports (RACRs), Land Use Implementation Plans (LUCIPs), and other CERCLA documents.
    • Perform AGC and DGM fieldwork under a DAGCAP accreditation.
    • Prepare Explosive Site Plans (ESPs), Explosive Safety Submissions (ESSs), Probability Assessments (PAs) and Chemical Site Plans (CSPs)
    • Support the forementioned activities with Department of Defense Explosive Safety Board (DDESB) Technical Paper (TP)-18 qualified personnel for MEC clearances, construction support, and anomaly avoidance operations.
    • Support the forementioned activities in a MEC environment with heavy equipment as needed that provides distance and/or shielding (possibly robotic) to complete the task as prescribed by the DDESB frag data sheets when the area cannot be cleared by TP-18 personnel.
    • Support the forementioned activities with TP-18 qualified commercial certified divers as needed.
    • Support the forementioned activities with licensed blasters that are certified in the State of the site.
    • Support the forementioned activities being able to obtain the explosive needed and provide storage in accordance with ATF and DOD guidelines to energetically demilitarize MEC.
    • Support the forementioned activities by preparing and submitting Explosive Site Plans (ESP) Explosive Safety Submissions (ESS), and Quality Assurance Project Plan (QAPP) as required for USACE and DDESB approval per EM 385-1-97 and EM 200-1-15.
  • Supporting activities include, but are not limited to, sampling and laboratory analysis of soil, groundwater, surface water, air, and sediments; monitoring well, extraction well, and injection well installation, monitoring, and maintenance; supporting facilities for construction; work plan preparation; construction completion reports, as-built drawings, periodic monitoring reports, operation and monitoring reports, other documents as needed; and public relations activities.
