Background

The United States Air Force (USAF), 96th Test Wing (96TW), Eglin AFB, FL, operates and maintains a fleet of target assets comprised of foreign and domestic military armored, non-armored systems/equipment and commercial equipment used for development and integration of weapons systems. Each target asset assigned to the Eglin AFB, 96 Range Support Squadron Target Systems Flight (96 RANSS/RNRT) is used for development and integration of weapons systems for use in operational weapons testing and training.

Mobile Targets MATOC Solicitation Requirements

  • General Description of Need. As weapon testing and evaluation becomes more complex, emphasis is placed on selecting suitable target assets for use in testing, characterizing, analyzing, and evaluating weapon development and integration, whether the target assets are used as-is or modified/fabricated. This document contains the objectives and requirements for mobile targets.
  • Mobile Target Requirements. The following descriptions of land mobile target types are provided below with examples, but not limited to the variations listed.
    • Main Battle Tanks – T-55, T-72, T-80, T-90
    • Tracked Armored Personnel Carriers – BMP 1, 2, 3, BRDM-2
    • Wheeled Armored Personnel Carriers – BRDM-2, BTR-82
    • Radar Systems – SA-6, SA-8, SA-10, SA-12, SA-20/21, Big Bird, ZSU 23-4
    • Trucks – URAL, ZIL, MAZ, KRAZ
    • Fabricated Targets – From KAMAZ 6460 to MAZ 6317
  • Condition. Details regarding acceptable condition in addition to general classifications to exact model numbers of New, Re-furbished, or As-Is condition will be defined in each delivery order, where applicable.
  • Fabrication. Fabrication of new or existing mobile targets may be required and will be defined in each delivery order, as applicable.
  • Environmental. Hazards (fluids, contaminants, asbestos, etc.) may or may not need to be removed at the time of acquisition and/or acceptance. Each delivery order will further define environmental requirements.
  • Permits/Certifications. Any necessary permits or certifications required to move or transport mobile targets will be required to be obtained by the contractor. Details will be defined in each delivery order, where applicable.
  • Evaluations. The following criteria will be used to conduct evaluations using Trade-offs, Pass/Fail, past performance, lowest price, lowest technically acceptable, highest technically rated, and schedule. Schedule is an important factor; schedule requirements may outweigh costs.
  • Inspection Requirements. Depending on the mobile target type, each delivery order will establish where the final inspection of required specifications will be performed, whether at Eglin AFB, FL or at origin prior to acceptance.
  • Acceptance Requirements. For mobile targets delivered to Eglin AFB, FL any items failing to meet the criteria specified in the delivery order will be rejected items and must be removed within 10 business days and is the sole responsibility of the offeror/seller vendor.
  • Delivery Requirements. The delivery location will be specified in the delivery order, along with any special access stipulations, including any background check requirements that may be required by Security Forces.
