Previous Requirements

The purpose of the SOO is to describe the type of Unmanned Aircraft System (UAS) and maritime intelligence, surveillance, and reconnaissance (ISR) services the United States Coast Guard (USCG) intends to acquire. The UAS must provide both normal and surge maritime ISR services day and night, 24 hours a day, seven days a week to the USCG host cutters for durations of at least 12 hours of continuous ISR flight time per day with no more than two UA sorties conducting an on-station hand-off (e.g. no gap in surveillance services or loss of target of interest (TOI) coverage). Additionally, the UAS must be capable of multi-day surge operations (up to five consecutive days) that exceed 12 hours of Government ISR flight time per day (maximum of 100 flight hours per 15-day patrol period, including surge operations) while deployed. The UAS will provide surveillance, detection, classification, and identification (SDCI) for all of the host cutters’ operational missions.

Requirements

The Medium Range UAS (MR-UAS) will be required to support airborne Intelligence, Surveillance, and Reconnaissance (ISR) operations across the USCG 11 statutory missions. Detailed requirements will be shared with industry during the Program’s outreach events throughout the re-competition period.

The USCG seeks detailed information on on Group 2 through Group 5 Unmanned Aircraft Systems (UAS) capabilities, sensors, and payloads, specifically, their unmanned aircraft system(s), sensor technology, payload capabilities, detect and avoid (DAA) or airspace self-clearing capabilities, and system performance characteristics for cutter-based and land-based Intelligence, Surveillance and Reconnaissance support.
