Requirements

  • Test and Evaluation Support mainly under cost reimbursable with some fixed priced contract features
  • The TEST4 contract will be a follow-on effort to the current TEST3 contract to support WSTF in Las Cruces, New Mexico
  • The planned effort is anticipated to be similar in scope to the current TEST3 contract to fulfill requirements for providing:
    • Propulsion testing
    • Propellants
    • Aerospace fluids
    • Materials and components testing
    • Hypervelocity impact testing
    • Flight hardware processing
    • Technical services
    • Training
    • Facility maintenance
    • Construction management
  • This PWS is organized into products and services the Contractor is expected to provide:
    • Section 2 Management and Administration
    • Section 3 Test and Evaluation Services
    • Section 4 WSTF Enabling Services
    • Section 5 Facility and Test Systems Maintenance and Operations
    • Section 6 Safety and Mission Assurance
    • Section 7 Protective Services
  • Some aspects of needed support are provided under other contracts including, but not limited to, Information Technology (IT) services (desktop, networking, phones, radios), environmental compliance and restoration, facility security, and occupational safety and health (clinic personnel, supplemental industrial hygienist)
  • Some TEST4 services may also be performed at other locations, in addition to WSTF
  • Services include, but are not limited to, heavy equipment, logistic operations, emergency services, safety, facility maintenance, pressure systems support, precision cleaning, machining, welding, manufacturing, technical publications, and calibration
  • Other locations include, but are not limited to, White Sands Complex (WSC) and the Aerospace Data Facility – Southwest (ADF-SW) both located adjacent to WSTF and at remote locations such as the El Paso International Airport (EPIA) in support of NASA’s Forward Operating Location (FOL), and White Sands Missile Range Launch Complex 36 (WSMR/LC36) in support of NASA’s Sounding Rocket Program. In some instances, the Contractor shall be required to provide these services at other NASA Centers, private industry sites, and Government agency locations throughout the United States
