Background

The United States Secret Service (USSS) provides protection to the President, Vice President, their families, foreign dignitaries, former presidents and spouses, major presidential and vice- presidential candidates, as well as other individuals. Additionally, the USSS is the lead coordinating agency for the security operations of National Special Security Events (NSSEs). The Secretary of Homeland Security designates events as NSSEs after considering various attributes including the size and duration of the event, number of attendees, significance of the event, and/or potential threats.

In its role as lead coordinating agency for NSSEs, the USSS is responsible for working with local, state, and federal partners to develop and implement operational security plans to ensure the safety of event attendees and the local community.

However, as more High Security Events (HSEs) are occurring, it was determined that the need expanded beyond just NSSEs and USSS-run events. Given the increasing threat of attacks on major events, it is critical that the whole Federal Government has access to the latest Event Security Perimeter Solutions (ESPS) to ensure the safety and security of protectees, event attendees and the broader public.

Requirements

  • Technical Category 1 (TC 1): Full Service/Integration
    • Facilitate the planning, acquisition and coordination of various types of temporary security perimeter solutions.
    • Ensure that security operations supporting the range of protective missions described above are executed on schedule, within budget, and in accordance with technical requirements.
  • The contractor shall provide temporary perimeter security assets, coordinate set-up, break down, and transportation of various perimeter security assets. Additionally, the contractor shall provide technical consultation services and recommendations on state-of-the-art security equipment during the planning period for an event. The planning period for HSEs may begin months in advance of execution of the event.
  • The contractor must have the capability, capacity, and proven experience to successfully interpret, implement, and integrate temporary law enforcement event physical security resource requirements, timelines and planning sequences in support of designated venue requirements.
  • The contractor must also be aware of, and establish rapport with, local (city/state) labor unions to increase the likelihood of securing appropriately credentialed/certified craftsmen capable of executing security operations requirements, often on short, critical, time-sensitive timelines.
  • The temporary perimeter security assets and comprehensive security coordination services, as required, shall achieve the following for major event venues and surrounding event zones:
    • Prevent unauthorized individual access.
    • Prevent unauthorized vehicle access, including heavy equipment trucks.
    • Facilitate crowd control.
    • Secure and support controlled screening areas
  • HSE may include up to hundreds of thousands of attendees. In any given year, there may be between multiple HSEs at different times in the year and occurring in different locations across the country. These are considered large-scale, of high significance, and require significant quantities of, and a wide variety of, perimeter security assets. These events also require substantial coordination services along with technical consultation. Example events include:
    • Presidential Nomination Conventions (Republican and Democratic Conventions)
    • International Summits (hosted domestically)
    • Presidential Inaugurations
    • State Funerals
    • High-profile/High-threat judicial processes
    • Threats against Government Faculties Sector including National Monuments and Icons
    • USCG Academy Graduation Commencements (NOTE: This would also include all U.S. Services academy graduation commencements (e.g., U.S. Air Force Academy, the U.S. Military Academy, US. Naval Academy and U.S. Merchant Marine Academy etc.)
  • Technical Category 2 (TC 2): Equipment and Services
    • Provide the various types of temporary security perimeter solutions as detailed in Table 1.
    • Provide the Government option to own or lease the temporary security perimeter solutions detailed in Table 1
    • Provide comprehensive security coordination services, as required.
  • The contractor shall provide temporary perimeter security assets, coordinate set-up, break down, and transportation of various perimeter security assets.
  • The temporary perimeter security assets and comprehensive security coordination services, as required, shall achieve the following for major event venues and surrounding event zones:
    • Prevent unauthorized individual access.
    • Prevent unauthorized vehicle access, including heavy equipment trucks.
    • Facilitate crowd control.
    • Secure and support controlled screening areas
