Background

V Department performs systems engineering, software support, and independent validation and verification (IV&V) functions for a variety of Navy systems. The Department provides a lead role in developing, fielding and sustaining operationally superior warfare systems and performing the full spectrum of warfare analysis, research, development, integration, test and evaluation, and certification to provide quality system engineering and war fighting products to the Navy, Marine Corps, Army, Air Force and Coast Guard.

Requirements

The contractor shall provide services to meet the following:

  • Provide business and financial analysis as well as program management support. The Contractor shall use Government Planning systems to include Navy Enterprise Resource Planning (NERP), Navy Enterprise Planning System (NEPS) and Integrated Business Planning and Execution System (IBPES) to report on, analyze, budget, forecast, track, and solve problems for the Government’s financial accounts. Each Contractor employee providing this support shall complete the Government provided NERP Web Based and classroom training to qualify for their designated NERP role within thirty (30) days of the individual’s start date. The Contractor shall provide financial analysis support to the organizations’ projects throughout divisions, branches, and the Business Office. The Contractor shall process incoming funding to NSWCDD administrative officers. The Contractor shall recommend the allocation of financial resources and provide funding status inputs to the Government (CDRL A001).
  • Provide support to the Government for a wide variety of data calls in connection with the planning and execution of projects within the organization. The Contractor shall participate in the preparation and justification of budget exhibits and the preparation of presentations and briefs in support of the various projects.
  • Provide input and analysis of funding information for each project’s progress report. The Contractor shall identify each funding document, all amendments, and document amount for each project’s progress report.
  • Provide programmatic and documentation support throughout a program Lifecycle, from concept development and formulation through initial system design, development, and deployment.
  • Develop and maintain program plans (CDRL A001) and Plans of Action (POA) (CDRL A002), action item reports (CDRL A001), program and project schedules (CDRL A001), project tracking updates (CDRL A001), and status reports (CDRL A001).
  • Review existing project plans, reports, and meeting minutes to identify any changes in project progress, scope or direction such as schedule changes and technical redirection. The Contractor shall receive and process project deliverables, review deliverables databases to monitor status, and ensure compliance with project schedules.
  • Maintain and update Government project tracking systems or databases.
  • Collect and prepare data (CDRL A001, A002, A004) for project activities such as program reviews, configuration audits, management meetings, planning sessions, design reviews, and status reviews.
  • Develop and maintain Gantt, Program Evaluation Review Technique (PERT) charts, staffing plans, financial documentation, and quality assurance plans and procedures for program reviews (CDRL A001).
  • Provide war room and conference room management support. This shall include generation and maintenance of security protocol and procedures including personnel access lists (CDRL A001) in each war room complex and conference room in accordance with SECNAV Instruction 5510.36B Department of Navy (DoN) Information Security Program. Support shall also include the scheduling and coordination of Classified Video Teleconferencing Communications (CVTC) equipment within war room spaces. The Contractor shall identify capital equipment needs (CDRL A001) including technology refresh, refurbishment and maintenance requirements. The Contractor shall perform minor maintenance and information technology equipment installations. The Contractor shall maintain an inventory of office supplies (CDRL A001) in each war room and conference room and submit a purchase request for the procurement of office supplies.
