Background

The Surface Combat Systems Training Command (SCSTC) has a requirement for United States Navy (USN) and International Programs technical and engineering support in the systems engineering, integration, development, maintenance, documentation, and operation of Training Tools. These tools include but are not limited to those used for tactical team training: the AEGIS Combat Training System (ACTS); the Battle Force Tactical Trainer (BFTT); AEGIS Combat System Interface Simulation (ACSIS); Joint Simulation Automated Forces / One Semi-automated Forces (JSAF/ONESAF), Advanced Training Domain (ATD), Enhanced Training System (ETS) and those used for operator training which include but are not limited to: Computer Aided Submode Training (CAST); Lesson Generator Program (LGP); CAST Lesson Authoring System (CLASS); Next Generation CLASS (NGC); CAST Open Architecture Suite (COAST) Learning Management System, and other interactive courseware and authoring systems. Both Shipboard and Shore-Based facility deliveries of programs and courseware that include Integrated Learning Environment (ILE) lesson development and integration on the My Navy Portal E-Learning environment will be required. The services necessary to accomplish the tasking within this Statement of Work (SOW) are defined below.

Requirements

The contractor shall provide:
  • Schedules, technical, engineering, and analytical services in support of the systems engineering, integration, exercise scenario development, maintenance, and documentation of exercise scenarios for tactical team training systems (CDRL Item A004).
  • Some Illustrative systems are:
    • AEGIS Combat Training System (ACTS)
    • Battle Force Tactical Trainer (BFTT)
    • Joint Simulation Automated Forces (JSAF/ONESAF)
    • Combat Systems Simulations Stimulations (CS3)
  • Provide engineering and analytical support to interface with various Government and Contractor organizations. The Contractor shall review specification documents and provide comments to the appropriate Navy Review Team (NRT) and/or Fleet Project Team. The Contractor shall report any computer program problem found during the development and maintenance of exercise scenarios, by submitting a Test Observation Report (TOR), Problem Report (PR), or an AEGIS Change Review Board (CRB) Computer Program Change Requests (CPCR) or Trouble Report (TR), as appropriate. The Contractor shall review and provide comments for TORs and CPCR/TR to determine the impact on the development and maintenance of scenarios (CDRL Item A003). The Contractor shall participate in meetings related to the development, maintenance, and enhancement of ACTS exercise scenarios. The Contractor shall participate in AEGIS CRB. The Contractor shall perform analysis, make recommendations, and implement changes resulting from decisions made at this meeting. Additionally, the Contractor shall provide minutes of this meeting (CDRL Item A002). The Contractor shall periodically be required to provide on-site engineering support at the SCSTC, the SCSTC Detachments, Combat System Engineering Development Site (CSEDS), Moorestown, NJ, and Surface Combat System Center (SCSC), Wallops Island, VA, and the Advanced Atalanta Test and Integration Lab (AATIL), Dam Neck, VA to include but not limited to: Navy validation of scenarios, validation of lessons, and feedback and/or CPCR/TR analysis.
  • Provide technical, engineering, analytical, and operator support in efforts to integrate new technology into tactical team training systems and Navy Integrated Learning.
  • Leverage the use of open-source artificial intelligence (AI) models to accelerate development and updating of scenarios, associated documentation, delivery letter, scenario catalog, and scenario management tools. The deliverable shall comply with government Risk Management Framework (RMF) and approved classification guidelines. (CDRL Item 0004)
