Background

This project will relocate the Bullfrog Launch Ramp to the vicinity of Stanton Creek. The existing marina and launch ramp are no longer viable due to receding water levels, and the tributary is expected to remain dry under future low-water conditions. The proposed project relocates the ramp to the main channel of the Colorado River to ensure long-term functionality.

Requirements

  • The contract is a design-build project. The National Park Service (NPS) engaged Jacobs Engineering to assess existing conditions, perform topographic surveys, complete geotechnical testing, and initiate environmental permitting to identify feasible locations for a new launch ramp. Multiple alternatives were evaluated through a value engineering process, resulting in selection of a preferred site.
  • The preferred concept was advanced to a 30% design level to support this Request for Proposals (RFP). This level of design establishes a constructible concept that defines alignment, sizing, and key performance criteria, allowing prospective design-build teams to fully understand construction limits and constraints.
  • The selected Design-Builder will be required to follow the Denver Service Center (DSC) design review workflow and submit 70%, 95%, and 100% design deliverables for NPS review and approval. Upon successful acceptance of the 100% design package, NPS will issue a Notice to Proceed for Construction, authorizing commencement of physical work.
