Background

Federal Student Aid (FSA) has identified a need for a Service Consolidation Acquisition. The services included in this acquisition include Identity and Access Management (IAM) systems encompassing, Access and Identity Management System (AIMS) and Person Authentication Service (PAS). Both systems provide authentication and authorization services to multitude of integrated FSA Systems. The Chief Technology Office has approved the consolidation of these two IAM systems and contracts into one single IAM contract.

The Contracting Officer (CO) has found this consolidation necessary and justified. Consolidation of the requirements will result in substantial benefits estimated at 16% or $13.3M of the total estimated contract value of approximately $70.15M if all options are exercised. Per FAR 7.107- 2(d), the benefits exceed the quantifiable requirement of 10% of the estimated contract value. In addition to the quantified cost savings, the new contract will benefit from reduction of required resources necessary for the following tasks: eliminate duplicative back-end services, duplicative infrastructure, reduce the number of technical experts required to support the systems, increased efficiency of a single Contractor, managing all of the interdependent systems administration, FSA business processes and the associated cost and resource reductions associated with eliminating the redundancies of operating two interdependent systems.

The primary ED/FSA customers for these services are the FSA FAFSA Office, Enterprise CyberSecurity Group, Enterprise Business Collaboration Team, Network Group, Enterprise Performance Testing Team, Facility and Management Team, Integrated Technology Architecture Team, Enterprise Citrix Shared Desktop Solution Team and the Chief Technology Office. The primary external customers consist of privileged internal and external users, namely students applying for Financial Aid through the FAFSA.

Requirements

New requirements in the One IAM contract that are not present in the AIMS and PAS contracts are:

  • Modernization to a cloud-centric solution
  • Agile development capacity
  • Operations and Maintenance of Privileged Access Management (PAM) (optional task)
