Background

The United States (U.S.) Navy has a requirement to provide updated tactical data center systems to forward deployed expeditionary units on an on-demand, order-use-return basis, as part of the TSE C4I Arsenal. Currently, PMW 790 provides a standard scalable range of fixed site and deployable data center configurations to shore and forward deployed expeditionary units that are retained and maintained by the units. Figure 2.1-1 shows the TSE C4I Arsenal concept.

Requirements

The TSE C4I Arsenal concept capabilities needing enhancement and improvement include:

  • The ability to support routine, emerging, and surge demand in order to meet mission timelines. Historic routine and surge timelines are provided in Appendix C. Emerging routine and surge timelines are dependent on emerging DOD/DON threat environments and response demands.
  • The reduction in overall system ownership costs. Examples of current ownership costs are provided in Appendix A.
  • Reduced end user system maintenance responsibilities. Examples of current end user maintenance responsibilities are provided in Appendix B.
  • The platform components (hardware, software, and network) that are all software defined modular, scalable, and reconfigurable, and responsive to automation. Examples of current and historic system components are provided in Appendix B.
  • Partnerships with Industry to execute a Pay-for-Use consumption model for Arsenal Mission Package (AMP) and fixed site Application Service Point (ASP) capabilities (including HW, SW, and NW components).
  • An Information Technology Service Management (ITSM) solution to support the On-Demand Logistics to include: request, delivery, support, tracking, and return.
  • A hardware agnostic and dynamically reconfigurable Government Commercial Cloud (Tier 1) and On-Premises Connected System (Tier 2, ASP).
  • An assessment lab for hardware, software, and network components for Shore and Expeditionary Tactical Networks.
