Background

The NRC’s Office of International Programs has been providing regulatory assistance and support to its international counterparts since the early 1990s. The general areas where the NRC has focused its technical safety and security assistance and training efforts include regulatory aspects of new and operating nuclear power and research reactors, radioactive waste, nuclear fuel cycle, and radioactive materials. At the present time, the NRC is working with or planned to work with regulatory counterparts in Europe, Asia, Eurasia, the Middle East, Latin America and the Caribbean, and Africa.

Requirements

  • Overall program planning and management expertise;
  • Development of a country-specific legal basis needed for regulatory oversight of new and/or existing nuclear power plants, research reactors, and radioactive material;
  • Development of model and/or country-specific regulatory requirements covering the design, licensing, construction and operation of new or existing nuclear power plants, research reactors, and radioactive material;
  • Review and development of regulatory, legislative and technical bases for oversight of nuclear and radioactive materials, transport and waste;
  • Development and maintenance of a national database (registry) of radioactive sources;
  • Coordination of ongoing and/or planned international assistance-related activities,
  • Development, coordination, and conducting of workshops and training with international organizations;
  • Travel arrangement services for overseas travelers; and
  • Knowledge of Federal Travel Regulation (FTR) and policies
  • Working knowledge of International Atomic Energy Agency documentation in the areas of safety and security including but limited to standards, guidance, recommendations, and technical documentation.

Mandatory Qualifying Criteria

  • The vendor shall have the technical and scientific expertise applicable to nuclear safety and security regulations, including new or operating nuclear power plants, research reactors, and radioactive materials, transport, and waste. In addition, the vendor shall have staff that is knowledgeable of international standards and requirements in the technical areas specified above and be able to apply their expertise to assist international regulators in their efforts to strengthen their regulatory oversight of nuclear power plants, research reactors, and radioactive materials.
  • In addition to expertise specified above, the NRC is looking for a qualified vendor with the following capabilities to ensure the NRC is able to continue its effort to provide efficient and effective international assistance to its foreign regulatory counterparts:
    • Experience working with foreign regulatory authorities related to nuclear power plants, research reactors, and radioactive materials oversight;
    • Working knowledge of issues associated with radioactive materials, research reactors and/or nuclear power plants;
    • Demonstrated ability to plan, execute, and manage sub-contracting agreement(s) with foreign entities related to nuclear power plants, research reactors, and radioactive materials oversight, and
    • Demonstrated abilities to communicate effectively both in English and in other languages (e.g., Russian, Spanish, and French)
