Requirements

  • The objective of this Task Order (TO) is to provide engineering, technical, programmatic and administrative assistance efforts managed by Project Manager Integrated Enterprise Network (PM IEN) / Product Manager, Wideband Enterprise Satellite Systems (PdM WESS) in support of the WSOMS Program of Record (PoR), its many subsystems, and the WSOMS Network (WSOMSNET), to include the interoperability of its subsystems within a multiple security enclave environment for use by the 53rd Space Operations Squadron (53SOPS).
  • The scope of this TO includes the evolution and sustainment of the WSOMS system-of-systems infrastructure, as well as new capability releases and modernization of numerous WSOMS subsystems, such as the Replacement Radio Frequency Interconnecting Subsystem (RRFIS), the Remote Monitoring Control Element (RMCE), the WSOMS Network (WSOMSNet), and the Cross Domain Solution (CDS).  The engineering of the Cross Domain Solutions will allow for other subsystems, such as the Global Satcom Configuration Control Element (GSCCE), Common Network Planning Software, and the Mitigation Anti-Jam Element (MAJE) to utilize the advanced features of the CDS to enable the ability of traffic to cross the differing enclaves in the Wideband SATCOM Operation Center (WSOCs) and Regional SATCOM Support Center (RSSCs).  The work will encompass tasks such as requirements, engineering, RF modernization, cybersecurity, testing, accreditation, installation, integration, maintenance, and training for all current and future releases in support of the mission:
    • Engineering, Research, Design, and Development:  The contractor shall conduct research, analysis, and evaluation of current and future capabilities, requirements recommendations, deployments, and integration of a variety of C5ISR systems.  As required, the contractor shall design and develop subsystems and solutions, integrations and associated documentation, and shall capture the detailed designs in specified design reports.
    • Integration; Test and Evaluation:  The contractor shall conduct integration, testing, and evaluation of C5ISR systems to include existing systems being upgraded for obsolescence or enhancement, newly developed subsystems and/or systems based on mature technology, and/or newly developed systems and/or subsystems with next-generation technology.
    • Operations, Logistics, Maintenance, and Sustainment:  The contractor shall operate and support systems, and subsystems as required under this TO.  The contractor shall operate the designated system with the required logistics, maintenance, and sustainment plans in place.  The contractor shall perform sustainment requirements at Continental United States (CONUS) and Outside CONUS (OCONUS) sites as required in support of the customer.  This includes full scope technical support which could include on-site maintenance, repair, logistics support, and the operation of required equipment that is in development, fielded, or in need of repair.
    • Training:  The contractor shall provide training for the operation of designated systems and subsystems including classroom and on-the-job training at Government and contractor sites.  The contractor shall also provide domain-based training for operators, maintainers, analysts, and operations crew members.  The contractor shall provide training to both Government and non-Government personnel, as well as training specifically developed for approved foreign nationals as required.  The contractor shall also assist the Government in transitioning the training courses to Government management.
    • Initial Fielding and Operation:  The contractor shall provide fielding and initial operation support with the goal of providing fully supportable materiel systems and their needed support to using units with minimal disruption of the units’ day-to-day mission.  The contractor shall provide estimates for the up-front determination of all requirements, the funding and requisitioning of all needed items, the consolidation of the support items into unit level packages, and the coordinated distribution of the major system as required.
