Background

In September 2003, SSA awarded a contract to design, develop, implement and maintain a proof-of-concept (POC) system that could test an automated process for the delivery of, and response to, Form SSA–4641. The POC system used a secure internet-based system known as “e4641” to enable SSA field office (FO) users to complete automated verification requests using a “Web Form” which emulated the form and format of the paper SSA-4641. Regardless of whether the Contractor sent the SSA-4641 financial account requests to the FIs via internet, fax or mail, the creation of the verification requests and the receipt of the FI responses were automated, identical and transparent to the FOs. Utilizing the secure internet application, FIs received verification requests immediately and the FI responses via the internet were in turn received immediately by the FOs. For FIs receiving and sending the verification requests via fax or mail, the Contractor acted as intermediary to convert fax and mail to automated, secure internet transmissions to the FOs.

In June 2010, SSA awarded a contract to implement the AFI program nationwide. The AFI program uses the services of a Contractor to obtain financial account information from FIs. The AFI program automates the formerly paper-based Form SSA-4641 verification process with an electronic process to verify financial account balances as well as detect undisclosed accounts. The process is integrated with SSA’s automated Modernized SSI Claims System (MSSICS), providing electronic SSA-4641 financial account request and response processing between SSA and the Contractor’s system. In addition, a secure website application provides SSA-4641 financial request and response processing for requests that cannot be processed via the MSSICS automated process. The AFI program is currently operating in SSA FOs in all 50 states, the District of Columbia, the Commonwealth of the Northern Mariana Islands, and in 10 regional Office of Quality Review (OQR) field sites.
