Background

The Statue of Liberty National Monument (STLI) includes Ellis Island and Liberty Island. The National Park Service opened Ellis Island to the public in 1989. All mechanical systems and utilities have been under an Operating and Maintenance contract from that time.

Operation of the Facilities was disrupted greatly by Hurricane Sandy in October 2012. Many of the systems were destroyed or damaged. Some systems have been restored, while others have been or are being replaced. In some cases systems that have been out of service for extended periods of time have been brought back into service as backup systems. The park has added and replaced mechanical systems that were damaged in Hurricane Sandy as the systems have increased since 2014.

Ellis and Liberty Island is being expanded to include new and restored facilities, structures and utilities. The Government reserves the right to add work which is within contract scope for any newly restored or additions. The Government reserves the right to exercise optional work within the contract for future facilities.

Requirements

The Contractor shall:

  • Commercial, non-personal services to provide all engineering, labor, materials, parts, and equipment necessary to operate and maintaine the facilities, mechanical systems, utilities, related utility structures, buildings, and temporary structures located at the STLI Park.
