Requirements

  • The FAA’s goal is to remediate the AOCs as required by the FFA and Records of Decisions (RODs) according to Federal, State, and Local requirements, while maintaining the FAA’s overall mission to continue to improve the National Airspace System.  The objectives also include accelerated remediation to reduce FAA’s overall total environmental liability.  In addition to Superfund laws, the FAA must maintain regulatory compliance with Federal and New Jersey laws, as applicable, regarding drinking water, surface water, underground storage tanks, storm water management, air pollution, environmental assessments, spill prevention, migratory birds, wetlands and floodplains, endangered and threatened species, waste reduction, and hazardous waste management.
  • These requirements include the National Contingency Plan (NCP), the Clean Water Act (CWA), Clean Air Act (CAA), Resource Conservation and Recovery Act (RCRA), Safe Drinking Water Act (SDWA), Marine Protection,  Research and Sanctuaries Act, Toxic Substances Control Act (TSCA), Occupational Safety and Health Act, National Historic Preservation Act, DOT rules for transportation of hazardous materials, Endangered Species Act (ESA), Wild and Scenic Rivers Act, Fish and Wildlife Coordination Act, Fish and Wildlife Improvement Act, Fish and Wildlife Conservation Act, Coastal Zone Management Act, Migratory Bird Treaty Act, and Presidential Executive Orders on the Protection of Floodplains and Wetlands, Environmental Management Systems and other Environmental Directives; New Jersey Pinelands Comprehensive Management Plan; and FAA Orders 1050.19C, 1050.10D, 1050.1G, and 5610.1D.
  • The primary office location for the majority (80% or more) of the contractor’s office and key personnel working at the FAA Technical Center must not be greater than 200 aerial miles of the FAA Technical Center.
