Background

Tinker Air Force Base (TAFB) is centrally located in Oklahoma, approximately five (5) miles east of Oklahoma City, in southeast Oklahoma County. TAFB occupies about 5,500 acres of land, to include 458 buildings encompassing 18.7M square feet.

TAFB is home to the Air Force Sustainment Center (AFSC) Headquarters and includes a large industrial complex that performs overhaul functions on numerous airframes, engines, and accessories, as well as software support. TAFB is also home to three major flying wings: Air Force Air Combat Command’s (ACC) 552d Air Control Wing; Navy’s Strategic Communications Wing ONE; and the Air Force Reserve Command’s (AFRC) 507th Air Refueling Wing. Other major associate Units on TAFB include the 38th Cyberspace Engineering Installation Group (CEIG) located just east of Douglas Boulevard and the Defense Logistics Agency’s (DLA) Defense Distribution Center Oklahoma City.

The facilities at TAFB range from large industrial buildings which support overhaul and testing of aircraft, aircraft parts, engines and airframes to office space, warehouses, computer facilities, dining facilities, dormitories, medical facilities, and other community support facilities such as the base exchange and commissary. Base utilities include but are not limited to water supply, storage, and distribution (owned and operated by the Oklahoma City Water Utilities Trust (OCWUT)); electrical distribution (owned and operated by Oklahoma Gas & Electric (OG&E)) and backup generators; natural gas distribution; sanitary sewage (OCWUT); industrial waste sewage collection and treatment; storm sewers; facilities for the generation and distribution of steam, chilled water, and compressed air; and petroleum, oil, and lubricants (POL) storage and hydrant fueling.

Requirements

The SABER Contract will accomplish a broad range of sustainment, maintenance, repair, alteration/ renovation, and minor construction projects affecting real property at Tinker Air Force Base (TAFB), Oklahoma and its outlying properties.

The SABER contract will generally be utilized for non-complex or repetitive-work types of projects where full design cost and effort is not warranted. The Government will provide SOW, drawings, and other documents as necessary to establish requirements for the work to be accomplished; these documents will be equivalent to a design development submittal (35% to 65%).

Task orders will be firm-fixed price. Contractor proposals for task orders will be priced using commercial estimating software and contract-specified Unit Price Guide (UPG), multiplied by the Contractor’s pricing coefficient. RSMeans™ Facilities Construction Cost data will be utilized as the UPG.

Upon award of a task order, the Contractor will complete any additional design efforts required by the project documents to produce a set of working documents (i.e. shop drawings) for use during construction; in certain instances, the Government may determine that professional certification (i.e. signed/sealed) of the Contractor’s working documents is necessary.

Upon completion of the required working documents/submittals, and acceptance by the Government, the Contractor shall commence with construction in accordance with approved documents and the contract requirements.
