Background

Statewide contract 07125 Temporary Healthcare Staffing Services will be for Washington State Agencies and qualifying organizations who have signed a Contracts Usage Agreement (CUA) to purchase specified temporary healthcare staffing services performed by qualified personnel with valid licenses, certifications, and/or qualifications as legally required (“Temporary Healthcare Staffing Services”). A list of CUA members (“Purchasers”) is available at CUA Members. Such Purchasers contract for Temporary Healthcare Staffing Services for a variety of operational reasons, such as covering temporary vacancies caused by employee leave, to offset staffing shortages during periods of high demand, and other situations as applicable.

This is a resolicitation for 26223 Temporary Medical Staffing Services, which was cancelled without award in March 2025. Bids received from solicitation 26223 have informed the service price structure for this resolicitation

Like 26223, the service price structure for 07125 will include 3 components: Hourly Labor Rates, Working Condition Rates, and the Contractor Service Rate (Overtime and Standby Pay will be permitted in accordance with applicable law). The Contractor Service Rate will be the only competitively bid price component in the service price structure.

Hourly Labor Rates must be paid in full to the Staffing Service Professional (SSP); the temporarily retained healthcare professional, such as a doctor or nurse. Hourly Labor Rates will be capped at a maximum rate rather than competitively bid, subject to negotiated discount by individual Purchasers, and include all relevant costs to compensate an SSP, such as wages, per diem, travel, etc. Hourly Labor Rates Caps will be consistent statewide in Washington regardless of any other condition, such as Purchaser, working location, shift hours, workdays, or length of assignment and will only be adjusted once annually in accordance with the annual US Consumer Price Index for All Urban Consumers (CPI-U) for Medical Care Services (CUUR0000SAM2).

Working Condition Rates may apply only if not already a working condition, legal requirement, or mandatory desirable qualification for a position’s OFM Classified Job Specification and compensate for additional relevant skills, experience, training, insurance, etc. Working Condition Rates will be capped at a maximum rate rather than competitively bid and charged on top of the Hourly Labor Rate for each position, at the choice of each Purchaser.

The Contractor Service Rate (CSR) is the only rate contractors will dependably receive as payment for their services, and the only rate bidders will provide for competitive scoring (lowest rate in each category gets the most points with each higher rate in the same category receiving proportionately fewer points). CSR will be bid by category and, if awarded, charged on top of the Hourly Labor Rate for each ordered position.

NURSING ASSISTANT

  • Under general supervision of a Registered Nurse or Licensed Practical Nurse, assists in the delivery of nursing and nursing related care to patients or residents in a health care facility.  Positions provide assistance to medical and nursing staff by performing routine tasks involving direct and indirect patient care, treatment, transportation, and clerical tasks.
    • Under general supervision, performs routine tasks involving direct and indirect care, treatment, and transportation such as assisting patients with daily living activities; preparing patients for surgery; performing non-invasive lab procedures; transporting patients, equipment, and supplies; and assisting with treatments. Performs various clerical tasks such as collecting data, ordering supplies, answering phones, recording messages or referring calls, data entry, photocopying, and completing forms.
    • Assists residents or patients with personal care and activities of daily living such as bathing, personal grooming, hygiene, dressing, eating, positioning, transferring, taking of fluids, nutrition, and ambulation; participates in creating a pleasant environment;
    • Performs basic nursing procedures such as applying anti-embolism stockings, taking temperatures, pulse, respiration, and blood pressure; applies barrier cream and lotions to intact skin; performs non-invasive lab procedures and reports results to a Registered Nurse;
    • Applies external appliances such as braces, urosheaths, hearing aids and performs both active and passive range of motion;
    • Observes, documents, and reports changes in resident or patient activity and/or symptoms such as vital signs, respiration, discomfort, intake, output, weight, and bleeding;
    • Responds to internal and external emergencies and hospital codes including show of force; assists in applying restraints; initiates CPR; alerts RNs of alarms sounding;
    • Transports patients, belongings, blood products, supplies, pharmaceuticals, x-ray films, equipment, and specimens to and from various locations; assists patients to and from vehicles; stays with patients at destination until someone receives them; transports and prepares for use medical gas tanks such as oxygen and nitrogen; performs morgue transport;
    • Answers patient call lights; determines nature of problem; responds within scope and/or obtains appropriate resources;
    • Assists physicians, nurses and technologists with wound care and patient procedures such as application of betadine to limbs, surgical shave preparation, and positioning patients;
    • Assists families and visitors in finding staff to address concerns, safeguarding patient confidentiality and privacy;

NURSING ASSISTANT – RESIDENTIAL LIVING

  • Under general supervision of a Registered Nurse or Licensed Practical Nurse, employees provide direct and indirect patient care and treatment. Positions will assist in the delivery of nursing and nursing related care to patients or residents and deliver aid in a home-like setting with a variety of activities of daily living, meal planning and preparation, leading therapeutic activities, completing housekeeping tasks, doing residents personal laundry, providing medical assistance, patient transportation and maintaining medical information in a computer-based tracking system.
    • Positions work under general supervision on a 24/7 basis in an in-home setting with a dining facility, living room, dining room, restroom and den shared by all residents. Nursing assistants provide and assist residents with nurse related care and therapeutic recreational activities which can include feeding assistance, leading residents in group activities, performing light housekeeping in resident rooms and assist in processing resident’s personal laundry. and belongings, assisting with personal care, transporting patients to group activities and medical appointments, taking vitals, monitoring resident activity and symptoms, and ensure handoff of care.
    • Actively participates in the resident’s care plan for the purpose of improving the life and maintaining the safety of each resident;
    • Assists residents or patients with personal care and activities of daily living such as bathing, dressing, personal grooming, toileting, hygiene, dressing, positioning, transferring, taking of fluids, meals and nourishments, and ambulation; participates in creating a pleasant environment;
    • Assists the dietary department with planning weekly menus with/for each resident, following safety and health regulation guidelines, while ensuring meals and snacks are prepared and served within resident therapeutic/special needs diets;
    • Supports and encourages the resident’s involvement in decision making regarding their daily activities;
    • Assists with therapeutic treatment under the direction of a Registered Nurse or Licensed Practical Nurse; performs basic nursing procedures such as applying anti-embolism stockings, applies barrier cream and lotions to intact skin; performs non-invasive lab procedures and reports results to a Registered Nurse; initiates CPR; assists in wound care;
    • Perform hygienic related functions for residents such as: bathing, dressing, grooming, toileting, eating, assisting with monitoring/feeding of meals and nourishments;
    • Reposition residents; move or relocate up to 60 pounds and reaching a minimum of 36”, for resident repositioning or access to supplies;
    • Assists the dietary manager with planning weekly menus with/for each resident, following safety and health regulation guidelines, while ensuring meals and snacks are prepared and served within resident therapeutic/special needs diets;

MEDICAL ASSISTANT

  • Performs duties required to assist health care professionals in the examination and treatment of ambulatory patients such as preparation of patient and environment for treatment, conducting basic laboratory and electrocardiogram tests, care of the patient post-treatments, patient education, and clerical reception functions.
    • Under general supervision, assists health care professionals in the delivery of direct patient care in an ambulatory patient care setting.
    • Schedules routine and special procedures such as sigmoidoscopy, joint aspiration, surgical biopsy, amniocentesis, and lumbar puncture; prepares patients for and assists health care professionals with the procedures;
    • Monitors patient’s condition following procedures;
    • Recognizes emergent/urgent problems and provides basic telephone screening;
    • Assists with sick call triage and reception/intake process;

    • Presents portions of the pre- and post-procedure patient education sessions;
    • Prepares and maintains examination and treatment areas; prepares patient for and assists during patient examinations;
    • Monitors patient flow in clinic to assure efficient clinic operations;
    • Schedules new and return appointment; uses computer system to check patients in and out of clinics;
    • Prepares medical record for clinic visit and documents information to complete patient check-in process (or notes patient cancellation/failure);

LICENSED PRACTICAL NURSE 1

  • Performs practical nursing care including the administration of medication and assists in carrying out selected aspects of the designated nursing regimen. Within the scope of licensed practice, performs practical nursing care tasks, participates in patient or resident care planning, assists with and performs therapeutic and diagnostic procedures, reports and records observations of patients or residents, assists in maintaining an optimum physical and emotional environment, and assists a registered nurse in more complex situations.
    • This is the entry level of the series. Provides practical nursing services in a hospital, school, or other treatment and care facility. Participates as a member of the health care team, providing selected direct patient or resident care, and assistance with various patient or resident care services, or Within a Division of Mental Health psychiatric treatment facility, provides practical nursing services for mentally ill patients or residents.
    • Attends to the general care of patients or residents, provides for their emotional and physical comfort and safety, and maintains an attractive and comfortable environment; gives assistance and guidance in cleanliness, grooming, rest, activities, and nourishment;
    • Prepares and cares for patients or residents receiving specialized treatments administered by the physician or the professional nurse; performs selected nursing procedures;
    • Cares for patients or residents with communicable diseases including necessary sterilization and observation of aseptic techniques; preparation and aftercare of treatment and administration of oral, subcutaneous, and intramuscular medications under the supervision of the professional nurse;
    • Encourages patients or residents in group or individual recreational, social, or related activities;
    • Observes, records, and reports the general condition of patient or residents;
    • Provides care to assigned patients or residents utilizing the current treatment plan;
    • Administers oral, subcutaneous, intramuscular, and rectal medications under the supervision of the professional nurse;
    • Provides direct nursing care to patients or residents such as pre-operative and post-operative instructions, assists patients or residents toward self-care and with activities of daily living, and instructs patients or residents about their illnesses;
    • Initiates and participates in clinical emergencies such as cardiopulmonary resuscitation, Code 199, and other medical and psychiatric emergencies;
    • Prepares patients or residents for and performs selected diagnostic/laboratory/therapeutic procedures, or measures, including assembly of sterile tray/instruments and maintenance of sterile field, minor surgical procedures, catheterization, wound irrigation, electrocardiograms, guaiac tests, blood glucose monitoring, and oxygen therapy;
    • Administers and documents oral, topical, intramuscular, some intravenous piggyback, subcutaneous, nasogastric medications, and suppositories per physician order; performs venipuncture for obtaining blood specimens; discontinues intravenous needles and intracatheters;
    • Performs telephone triage; follows standardized protocol(s) to provide information; documents phone call in the medical record;
    • Provides input for the development and maintenance of nursing care plans;
    • Monitors equipment while in use; maintains equipment and requests repairs;
    • Acts as a liaison between the patient or resident and physician;
    • May order supplies and medications;
    • May check and sterilize instruments;
    • Performs other duties as required.

REGISTERED NURSE 1

  • The principal activity of the Registered Nurse series is to provide nursing care in a variety of settings and supervision of nursing personnel in varying degrees.
    • For purposes of allocating positions, the following word definitions shall apply:
    • Hospital – A building or structure made up of several units designed for the prevention, diagnosis, and treatment of physical, mental, and the medical aspect of social ills, usually lasting longer than 72 hours.
    • Infirmary – A building or place set aside for the short-term care (usually not to exceed 72 hours) for the sick or injured.  This type of patient may be too sick to go to work, but not in need of hospitalization or may be preparing for or recovering from surgery or other needed hospitalization.
    • Clinic – A building or site where patients are examined, diagnosed, or treated for illnesses and injuries or receive preventive care but are not housed.
    • Provides professional nursing services in a variety of settings, under the guidance of a higher-level nurse.
    • Under general supervision, prepares, carries out, evaluates, and revises treatment plans for individual patients based on personal observations and on the observations and recommendations of physicians, psychiatrists, psychologists, social workers, and/or other nurses; coordinates communications between the physician, social workers, psychologists, and/or practical nurses concerning nursing care and policies.
    • Performs lead work over clinic volunteers and staff of practical nurses during a shift; instructs staff of practical nurses in proper nursing techniques and in hospital policies and procedures; orients new employees;
    • Assists the physician or mid-level provider with physical examinations and techniques such as: suturing, or minor surgery such as removal of warts, lancing of boils, or the removal of damaged fingernails or toenails;
    • Assists physicians or mid-level provider in conducting periodic clinics for physical examinations, tuberculosis detection, diagnosis of other conditions; gives immunizations; arranges for clinic supplies, locations, records, volunteers, and paramedical assistants;
    • Under the direction of a physician, mid-level provider, or senior registered nurse treats minor ailments and gives first aid;
    • Records and administers or oversees the administration of medications such as tranquilizers, anti-seizure medications, immunizations, vitamins, blood transfusions, and antibiotics as directed by a physician or mid-level provider;
    • Observes and records the physical and mental condition of patients, noting physical and/or behavioral changes, the effects of drugs, and incidents; takes and records blood pressure, pulse rate and body
    • temperature of patients; evaluates physical and mental conditions of patients to determine whether they require the attention of a physician;
    • Takes samples of blood, urine, sputum, feces, gastric contents, gynecological cultures for laboratory tests; instructs patients on giving sputum, urine and other specimens; assists higher level nursing personnel;
    • Cares for and counsels ill, injured or infirmed patients; provides for safety, comfort and protection of patients; responds to patient’s needs; encourages healthy mental attitudes and new behavior patterns;
    • Sterilizes medical supplies, establishes security measures to prevent loss or theft of drugs and supplies; requisitions supplies; delivers and distributes supplies;
    • Performs other work as required.

REGISTERED NURSE 2

  • Provides professional nursing services including planning, assessing, diagnosing, implementing, and evaluating nursing care; provides direction to staff. Under general direction, provides patient care and coordination of services through assessment, diagnosis, planning, implementation, and evaluation of safe, therapeutic care.  Positions in this class typically:
    • May supervise or direct the work of others.
    • Cares for and counsels ill, injured or infirm patients; provides for the safety, comfort and protection of patients; responds to patients’ needs; encourages healthy mental attitudes and new behavior patterns;
    • In a facility for the developmentally disabled, plans the health services including health screening and examination, development of nursing and residential care plan related to patient health, administration of medicine and other types of therapy within scope of physicians’ approval, for a unit; trains residence care staff in handling of severe, multiple handicapped cases and handling occasions which would otherwise become medical emergencies; assures that nursing care programs for each patient are carried out, and reviews and revises these as needed;
    • Perform all nursing services in an infirmary at a location removed from higher-level nursing supervision and in which a physician or mid-level provider is usually not present.
    • Note: In a Mental Health psychiatric treatment facility, may serve as the designated supervisor in the absence of the Registered Nurse 3 supervisor.
    • Directs subordinate nursing personnel on a unit in a hospital or infirmary; serves as a charge nurse of a unit;
    • Assigns staff to patients in the ward; provides counseling and guidance, learning experiences and evaluates performance of staff;
    • Under the direction of a physician, mid-level provider, or supervising nurse, prepares, carries out, evaluates and revises treatment plans for individual patients based on personal observations and on the observations and recommendations of physicians, mid-level provider, psychiatrists, psychologists, social workers, and/or other nurses; coordinates communication between the physician, mid-level provider, social workers, psychologists, and practical nurses concerning nursing care and policies;
    • Assists the physician or mid-level provider with physical examinations, techniques and procedures;
    • Under the direction of a physician or mid-level provider, treats minor ailments; performs first aid;

    • Acts as a clinical resource to health care team members in identification and resolution of patient care problems to enhance effectiveness of the unit;
    • Sterilizes medical supplies; establishes security measures to prevent loss or theft of drugs and supplies; requisitions supplies; delivers and distributes supplies;
