Summary:	The Department of the Army, Army Installation Management Command, Army Environmental Command, has a requirement for a broad-spectrum environmental remediation services at various Installations/locations throughout the contiguous United States (CONUS) and Puerto Rico, Hawaii, and Alaska.
Performance Statement of Work:	The contractor will be responsible for the design, construction, and commissioning of a new data center. The data center will be located in a secure facility and will meet all applicable government security requirements. The contractor will be responsible for all aspects of the design, including the selection of equipment, the development of specifications, and the preparation of drawings and documentation. The contractor will also be responsible for the construction of the data center, including the procurement of materials, the hiring of labor, and the coordination of all activities. Once the data center is constructed, the contractor will be responsible for commissioning it, which means testing all of the equipment and systems to ensure that they are operating properly. The contractor will also be responsible for providing maintenance and support for the data center for a period of five years.
Evaluation Criteria:	Technical Expertise: 50% The contractor’s experience in the design, construction, and commissioning of energy recovery management systems (ERMAs). The contractor’s experience in the design, construction, and commissioning of systems that recover energy from waste heat. The contractor’s experience in the design, construction, and commissioning of systems that generate electricity and hot water. The contractor’s experience in the design, construction, and commissioning of systems that meet government security requirements. Past Performance: 25% The contractor’s past performance in completing similar projects on time and within budget. The contractor’s past performance in meeting government security requirements. Price: 25% The contractor’s bid price for the project.
Submission Instructions:	Proposal Submission Instructions: All proposals must be submitted in electronic format using the Federal Business Opportunities (FBO) website. Proposals must be submitted in PDF format and must not exceed 10 megabytes in size. Proposals must be submitted by the deadline specified in the solicitation. Proposals that are not submitted in accordance with these instructions will be rejected.
