The Department of the Air Force, Office of Air Force Materiel Command has released a Sources Sought RFI through a Special Notice in the official website of FBO regarding the 711th Human Performance Wing, the Indefinite Delivery, Indefinite Quantity (IDIQ) contract. All interested contractors willing to perform the requirements of the contract, respectively the 711th Human Performance Wing (711HPW) of the Air Force Research Laboratory (AFRL), are encouraged to respond to the RFI.
According to the notice, the Government intends to award a single or multiple award ID/IQ by Jul 7, 2020, as estimated by C2P. The contract is divided into four main components:
- Aerospace Medicine (USAFSAM)
- Airman Systems Directorate (711 HPW/RH)
- Human Performance Integration Directorate (711 HPW/HP)
- Wing staff offices
This acquisition belongs to the 541990 NAICs Code, with an ordering period of 5 years with a 6-month additional extension depending on service requirements. The Government has specified that this is a competitive Set-Aside contract, and only 8(a) program participants are eligible for the award.
Services required for this contract vehicle include qualified support for the 711 HPW at all locations supported by the Wing – predominantly WPAFB, professional non- personal and personal performance-based services, A&AS and non-A&AS services. Moreover, specific taskings required will be outlined in each respective task order performance. The maximum ceiling dollar value of the contract is estimated to be $400M.
What is the Role of USAFSAM?
USAFSAM provides peacetime and contingency support in hyperbaric, human performance, clinical and environmental health, laboratory and risk analysis, expeditionary medical support, and aeromedical evacuation. The 711 HPW/RH studies developing technologies specific to the human element of warfighting capability. The Directorate leads the AF in its human-centered research. It is the center for aeromedical education, training, and consultation in direct support of USAF, Department of Defense (DoD), and in operations.
On the other hand, the Wing staff offices provide management and oversight of manpower, finance, programs, facilities, and planning elements for the wing mission elements.
What the industry should know?
On February 8, 2019, there was an announcement about Industry Day organized by the Government for potential contractors interested in performing the service requirements of the 711th Human Performance Wing (711HPW) of the Air Force Research Laboratory (AFRL).
The intention of the Industry Day, which is for being held for informational purposes only, is to familiarize Offerors with the program. Another purpose is to gather important information and comments on the program approach and promote discussion among event participants.
Although this industry day will promote a better understanding of the requirements of the program, when the final RFP is issued, all the information included in the solicitation will supersede it.
Furthermore, the Government is planning to give more details related proposal evaluation criteria, task order process, contractor qualifications, etc., all based on previous experience with current task orders.
